We are seeking a strategic-minded, articulate Technical Program Manager (TPM) to lead a mission-critical Army software program. The TPM will coordinate multiple cross-functional teams and diverse stakeholders-including internal product teams, third-party vendors, government program offices, and Army units-to deliver integrated software solutions and operational excellence. You will ensure that program execution aligns clearly with customer expectations, maintain strong stakeholder relations, and proactively manage risks in this Firm-Fixed Price (FFP) environment. This position is located at RII's headquarters in Alexandria, VA or Aberdeen Proving Ground, MD area. Get s#it done.

This position requires a current/active US Secret security clearance (TS preferred).

WHAT YOU WILL BE DOING
    • Leading strategic program execution, managing complex software integrations involving internal and third-party solutions, ensuring effective deployments into government lab environments and operational Army units.
    • Applying agile principles and methodologies to facilitate continuous, transparent, and collaborative execution.
    • Coordinating effectively with stakeholders including operational Army units, the government program office, requirements offices, and subcontractors/vendors.
    • Rigorously managing scope, schedule, and budget to maintain profitability under FFP contractual conditions.
    • Proactively identifying, assessing, and mitigating program risks, while capturing opportunities to support program growth and expansion.
    • Communicating clearly and strategically across all organizational levels to foster trust, transparency, and stakeholder satisfaction.


WHAT YOU HAVE DONE
    • Successfully managed complex DoD software programs involving internal teams, government customers, and third-party vendors.
    • Demonstrated expertise in agile software development and integration, delivering programs within highly collaborative, stakeholder-driven environments.
    • Exercised strategic thinking, business acumen, and strong communication skills to maintain stakeholder alignment, exceed customer expectations, and sustain or increase program funding.
    • Managed risks effectively in Firm-Fixed Price environments, ensuring the financial health and strategic success of programs.


EVEN BETTER
    • Experience with and knowledge of DoD Software Acquisition Pathway, Other Transaction Authority (OTA) and Commercial Solutions Opening.
    • Deep knowledge and direct experience with Army tactical network modernization initiatives, NetOps, cybersecurity, and network management.
    • Experience supporting operational deployments and system-of-systems integration activities specifically within Army tactical networks.
    • Proven track record of exceeding customer expectations, resulting in expanded program scope, funding, and enduring customer relationships.
    • Demonstrated ability to navigate complex stakeholder environments involving operational Army units, government program offices, and multiple subcontractors/vendors.
    • History of maintaining strategic alignment and ensuring customer satisfaction, positively influencing senior government leadership funding decisions.
