Primary Purpose:
Takes responsibility for regional transmission system planning, including load/zone planning and baseline reliability planning, to ensure reliable operation under various operating scenarios in compliance with regulatory planning standards and guidelines. Interfaces with load-serving entities, generation entities, regulatory agencies, regional reliability councils, and other transmission providers to obtain necessary inputs into the planning process. Identifies and documents recurring system operation conditions and trends (e.g., low voltage, unusual flows) requiring planning attention. Assesses the capabilities of the regional transmission system and its compliance with the planning criteria. Conducts load saturation studies to determine the long-range substation needs in the service territory. Conducts power flow studies, builds power flow models, and prepares economic analyses to develop short- and long-term transmission system plans. Develops expansion plans for the regional transmission system and distribution substations. Provides technical support to licensing and certification proceedings related to new transmission lines and distribution substation sites. May represent the organization at Regional Transmission Councils and/or Regional Transmission Organizations.

Duties and Responsibilities:
- Develops models to forecast future electricity demand and grid usage.
- Oversees and manages the implementation of change in a change resistant environment; effectively managing workloads to meet established timelines of contract preparation and planner design times as communicated to developers and consultants.
- Develops estimates and prepares work orders or construction plans on large scale projects or several smaller projects.
- Defines the scope and operational requirements for preparation of preliminary electrical and civil design including necessary permits, environmental requirements, and coordination for eventual construction.
- Defines, measures and reports on key metrics aligned with the enterprise short term and long-term business and workforce strategy.
- Develops, implements and continuously reevaluate our strategic roadmap to meet our operational and organizational goals.
- Oversees and manages the company's distribution system planning, including load/zone planning and baseline reliability planning, to ensure reliable operation under various operating scenarios in compliance with regulatory planning standards and guidelines.
- Creates long-term plans for grid infrastructure upgrades and expansion.
- Develops contingency plans for unexpected events such as natural disasters and equipment failures.
- Develops designs to strengthen and modernize the grid as well as strategically planning around site specific challenges for new customer service requests.
- Perform other duties as assigned (no more than 5% of duties).
Hybrid Schedule:
- Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
- Must reside in Southern California or be willing to relocate upon hire.
Required Qualifications:
- Bachelor's Degree Bachelor's Degree in Engineering from an ABET accredited program or Professional Engineer (PE) certification in addition to five (5) years of engineering experience or an Advanced degree in Engineering from an ABET accredited program.
- 4 years related engineering experience.
- 1 year experience leading or directly supervising employees including performance management, training and development.
- Data Analysis - Measuring and managing organization data, identifying methodological best practices and conducting statistical analyzes.
- Feasibility Studies - An assessment of the practicality of a proposed plan or project. A feasibility study analyzes the viability of a project to determine whether the project or venture is likely to succeed.
- Power Flow Analysis & Modeling - A quantitative analysis of the flow of power in an interconnected system.
- Power System Engineering - A subfield of electrical engineering that deals with the generation, transmission, distribution, and utilization of electric power, and the electrical apparatus connected to such systems.
- Power System Performance Monitoring - Tracking and evaluating data on power systems and their components in order to optimize the system.
- Power System Planning - Developing plans for designing and constructing a power system and its elements, which will satisfy assumed future needs, starting from the given state.
- Project/Program Management - The process of leading the work of a team to achieve goals and meet success criteria at a specified time.
- Regulatory Compliance - Ensuring an organization's adherence to laws, regulations, guidelines and specifications relevant to its business processes.
- Stakeholder Management - The process of organizing, monitoring and improving relationships with stakeholders.
- Technical Reporting - A form of subjective and formal report that presents the objectives, processes, and results of technical work.
- Licensed as a Professional Engineer in the state of California.
