(Federal Project)

Salary Range: $95,000 to $115,000 / DOE

Position Summary:

The Construction Site Safety officer is responsible for overseeing safety protocols and ensuring that all construction activities meet the required quality standards on a federal construction project. The role involves implementing safety programs, conducting inspections and ensuring that all construction activities adhere to federal, state and local laws and guidelines. The Safety/Quality Control Officer also ensures that the work meets the project specifications, standards and requirements as outlined in the contract documents.

Key Responsibilities:
  • Safety Responsibilities
    • Implement Safety Protocols: Develop, implement and manage safety plans in compliance with federal Occupational Safety and Health Administration (OSHA) guidelines and other relevant federal regulations.
    • Inspections: Conduct regular site inspections to ensure safety measures are in place and effective, including identifying and rectifying safety hazards.
    • Training: Provide safety orientation and ongoing safety training for site personnel. Ensure workers are aware of safety procedures, including the use of personal protective equipment (PPE).
    • Incident Reporting: Investigate accidents, near-misses and safety incidents, including reporting such incidents to federal authorities as required. Ensure corrective actions are taken to prevent future incidents.
    • Documentation: Maintain safety logs, accident reports and inspection records in compliance with federal and project-specific requirements.
    • Emergency Response: Develop and implement emergency response plans. Lead site emergency drills and coordinate with emergency services when necessary.

  • Federal Compliance
    • Adherence to Federal Standards: Ensure all construction activities comply with federal guidelines, including those outlined by OSHA, the Environmental Protection Agency (EPA) and other relevant agencies.
    • Federal Reporting: Prepare and submit required safety and quality documentation to federal agencies overseeing the project, including periodic compliance reports.
    • Labor Compliance: Ensure compliance with the Davis-Bacon Act and other labor-related federal guidelines, including proper documentation of employee wages and benefits.

  • Other duties as assigned by management.


  • Job Qualifications:
    • Bachelor's degree in construction management, engineering, occupational health and safety or a related field is preferred. Equivalent work experience may be considered.
    • Must be either a citizen of the U.S. or a non-U.S. citizen who has been lawfully admitted for permanent residence as evidenced by a Permanent Resident Card (USCIS I-551).
    • Certifications:
      • Certified Safety Professional (CSP), Occupational Health & Safety Technologist (OHST) or similar, preferred. or EM385
      • OSHA 30-hour Construction Safety certification, required.
      • Quality Control certification, such as Certified Quality Manager (CQM) by the Construction Quality Management (CQM) programs for contractors, preferred.
    • Ability to successfully pass and remain in compliance with required background checks from Tribal 1 and any required federal government background checks.
    • Must pass drug screen and remain in compliance with drug free workplace policies.
    • Valid driver's license.
    • Ability to lift 50 pounds, stand or sit for long periods of time, access roofs, crawl spaces and all construction areas.


    Experience:
    • Minimum of five (5) years of experience in construction safety and quality control, preferably on federal construction projects.
    • Familiarity with federal contracting regulations (FAR) and federal safety/quality standards.


    Skills:
    • Strong understanding of federal, state, and local safety regulations.
    • Knowledge of construction processes, materials, and methods.
    • Ability to read and interpret construction drawings and specifications.
    • Excellent problem-solving and critical thinking skills.
    • Strong organizational and documentation skills.
    • Proficient in safety and quality control software/tools.
    • Understanding of Federal Acquisition Regulations (FAR) and agency specific regulations, including the Defense Federal Acquisition Regulations (DFAR).
    • Competent with MS Office products (i.e., Outlook, Excel, Word, PowerPoint, etc.).


    Working Environment:
    • Primarily on-site, with some office work for documentation.
    • May require lifting, climbing, and working in various weather conditions.
    • Must be available for emergency calls and site visits after hours, if needed.
