Program Summary:

The USNIC provides global tactical scale ice and snow products, ice forecasting, and other environmental intelligence services for the U.S. Government, other agencies, and the public. NOAA is one of three agencies comprising the USNIC, in addition to the United States Navy (USN) and United States Coast Guard (USCG).

This contract provides scientific support services to the USNIC which will include imagery ordering and analyses of meteorological and oceanographic data to support the execution of the USNIC mission. These analyses are required in order to provide daily operational global and tactical scale ice and snow products, ice forecasting, and other environmental intelligence services for the U.S. Government critical for maritime safety operations.

Responsibilities:
Serve as team lead for the Operational Snow and Ice Analysts and Observations Lead, ensuring contract deliverables adhere to PWS requirements, provides quality assurance of products and contract deliverables, leads recruitment efforts, supports Contractor personnel conflicts and issues, and tracks and reports monthly expenses as required.
Analyze remotely-sensed data to produce real-time operational snow and ice products and decision support services.
Coordinate, schedule, and monitor receipt of satellite observations (SAR and visible/infrared imagery) eight (8) hours/day x five (5) days/week for operational use by the USNIC.
Fill in for Operational Snow and Ice Analysts vacancies and absences as required.
Produce all required products in accordance with standard USNIC SOPs with minimal oversight.
Perform routine USNIC office tasks relevant to the position as required (e.g., ogging shift items).
Present briefings and engage with customers at workshops and meetings in support of the USNIC mission to ensure better understanding of USNIC products and to collect feedback to improve products.
Perform special projects to include research collaborations, outreach, along with data analysis and verification, as assigned in support of the USNIC.
Ensure COOP as required. Support coordination and execution of COOP exercises every 6-months.
Complete monthly review and update of any SOP documents pertaining to relevant work by the position.

Qualifications:
Masters Degree in Meteorology or related field
8-10 years of experience in meteorology or related field
Extensive experience working with Meteorology/Climatology/Oceanography
Satellite tasking and planning
Project Management experience
Knowledge in Remote sensing - visible, Radar, microwave, Synthetic aperture radar
Great email and communication skills and etiquette
Quick learner for Ice climatology for Satellite planning.
Experience with python programming
Basic ArcGIS usage for visualizing imagery - quick learner for tools
Visual basic programming experience
Experience working with Excel
