Crystal Mover Services, Inc. (CMSI) is looking for a Project Engineer to join our team. This is a role based out of our Dulles Location, and it will change based on long-term projects.

Crystal Mover Services, Inc. (CMSI) is a dedicated and highly specialized Operations and Maintenance (O&M) organization established by Mitsubishi Heavy Industries America Inc. (MHIA) and Sumitomo Corporation (SC)/Sumitomo Corporation of Americas (SCOA) on January 2009. CMSI was established to seamlessly, reliably, and successfully support the O&M needs of the Crystal Mover Automated People Mover (APM) manufactured by Mitsubishi Heavy Industries (MHI) and installed in the United States of America.

Job Summary

The Project Engineer will plan, coordinate and oversee the execution of assigned APM Revamp projects, ensuring they are completed on time, as directed by Project Manager, and to the required quality standards. And, besides APM Revamp projects, the Project Engineer will support O&M activities of APM as needed as directed by Vice President of Engineering. The role requires excellent communication and reporting skills with Vice President of Engineering, Project Manager and the project staff, supervising and interfacing the project staff, coordinating with various internal and external stakeholders, the ability to work collaboratively with cross functional teams and technical expertise to manage the technical aspects of the project, review technical documents and perform troubleshooting

Key Responsibilities
  • Develop and manage project plans and schedules.
  • Conduct and lead activities to achieve project objectives.
  • Supervise and collaborate with project staff, providing oversight for their progress.
  • Coordinate with Project Manager, MHI Engineering staff, suppliers, subcontractors, safety staff, and other stakeholders to develop project schedules, change order documents, technical documents, and other necessary documents.
  • Provide internal and external project progress reports.
  • Conduct regular progress reviews with the project team, identifying challenges and solutions.
  • Develop and review engineering deliverables, including technical proposals, cost estimation, design documents, drawings, and procurement specifications.
  • Review and clarify technical documents, requirements, applicable codes, practices, specifications, and O&M manuals.
  • Perform design calculations and develop equipment/material specifications, work procedures, testing procedures, manuals, and other required documents.
  • Perform design work using relevant computer/design software.
  • Coordinate and conduct site activities such as field surveys, installation, and testing.
  • Provide on-site coordination, installation supervision, and test & commissioning for assigned project tasks.
  • Troubleshoot system issues, perform root cause analysis, develop repair plans, and communicate plans to the CMSI O&M staff.
  • Collaborate with MHI Engineering staff to resolve technical issues, providing required on-site inspections, documentation, drawings, data, and analysis.
  • Communicate with the client to maintain customer relationships and ensure smooth project implementation.
  • Cooperate and communicate effectively with the project manager, engineering manager, and other project members.
  • Liaison with project managers and other project members to address their needs and requirements, providing timely communication and updates.
  • Coordinate, collaborate, and provide technical interface coordination, including in-person and online meetings with MHI Engineering staff in Japan.
  • Provide technical training on APM subsystems to the CMSI O&M team as necessary.
  • Provide flexibility on working hours to accomplish assigned tasks.


Required Qualifications
  • Education Requirement: Bachelor's degree in engineering, preferably in Mechanical, Electrical, or Systems Engineering, or a related field. An equivalent combination of education and experience will be also considered.
  • Experience: Minimum of 5 years of experience in a Project Engineer role, such as Project Engineer, Civil Engineering, Field Engineer, Electrical Engineering, Engineering Manager or similar position within the industrial or construction sector.
  • Experience: Experience in performing role within the transportation (train and/or APM or similar) system project and/or O&M sector is plus.


Preferred Qualifications:
  • Proven experience in developing and reviewing engineering deliverables (technical proposals, cost estimation, design documents, drawings, procurement specifications).
  • Strong understanding of technical documents (codes, standards, technical requirements, O&M manuals) and ability to interpret them.
  • Proven Experience in project development (design, validation, manufacture/installation, testing/commissioning, quality/safety).
  • Excellent communication and interpersonal skills for collaboration with Vice President of Engineering, Project Managers, engineering managers, and multidisciplinary teams.
  • Experience in quality control, including budget, schedule, plans, progress, and deliverables from manufacturers, suppliers, vendors, and subcontractors.
  • Ability to provide on-site coordination, installation supervision, and test & commissioning.
  • Experience in coordinating technical interfaces between local and international teams.
  • Strong troubleshooting skills for diagnosing system issues and developing repair plans.
  • Ability to analyze failure reports, identify trends, and implement corrective processes.
  • Proficiency in updating and maintaining O&M manuals and SOPs.
  • Ability to develop positive working attitudes for any challenges and positive working relationships with staff, suppliers, and customers.
  • Proficiency in project management software (e.g., MS Project, Primavera).
  • Experience in leading and facilitating complex meetings.
  • Technical knowledge with APM systems or similar automated systems is a plus.
  • Professional Engineer (PE) license and Project Management Professional (PMP) certification is a plus.


Working Conditions:
  • Travel Requirement: 25%-50%
  • Work Location: at assigned office
  • Once the assigned project ends, the role will have to support other projects and O&M activities at other CMSI APM sites.
