What is the Opportunity?
Aecons Civil East Division is seeking a dynamic Bid Director to lead development of pursuit submissions for major civil infrastructure projects in Ontario, Eastern Canada, and internationally. The successful candidate will drive capture of public and private opportunities ranging from roughly $200 million to multi-billion-dollar values by drawing on exceptional industry knowledge, strategic acuity, technical and commercial proficiency, and proven leadership and communication skills.
Location: 20 Carlson Court, Toronto, ON M9W 7K6. A minimum of three days a week in-office is required.
What You Will Do Here:
Act as the lead and primary point of contact for assigned major civil infrastructure pursuits including for bridges/roads, tunnels, airports, marine ports, and water and wastewater facilities.
Lead by example, foster a culture of excellence, and encourage collaboration, precision, and innovative solutions
Spearhead large and multidisciplinary pursuit teams composed of, but not limited to, deputy bid directors, estimators; schedulers/planners; additional internal technical staff; environmental, health, and safety personnel; project controllers; digital design and construction staff; stakeholder engagement personnel; the human resources team, and the proposal group, as well as external parties including design and construction partners and subcontractors, suppliers, and consultants
Collaborate with executive leadership, the client, and design and construction partners to identify and exploit strategic opportunities and develop an optimal pursuit submission and path to successful execution
Regularly coordinate bid development with and report to the Director, Pre-Construction and relevant executives
Negotiate and administer agreements for large design and subcontracted packages
Participate in identification and management of commercial, legal, and technical risks on assigned pursuits
Facilitate team integration through active leadership, regular touchpoints, and clear, consistent, and coherent communication and guidance
Coordinate and oversee pursuit-specific working groups (cost estimation, procurement, design, risk, schedule, proposal, etc.)
Participate in win strategy and theme development and ensure follow-through and refinement up to the submission deadline to support successful outcomes
Support development of technical and commercial submissions and ensure overall quality, competitiveness, and adherence to requirements
Oversee Requests for Information and client responses and ensure responses are accounted for by the team
Ensure strict, team-wide adherence to the Bid Calendar
Chair project team meetings as appropriate and support internal and external reviews up to the submission deadline
Participate in and prepare necessary materials for project-specific Executive Committee meetings
Promote equity, inclusivity, accountability, and constructive and respectful feedback
Build strong professional relationships across the project team and with external partners
It is expected that the individual who fills this role will be comfortable managing multiple pursuits concurrently
What You Bring to the Team:
A minimum of 15 years in the civil infrastructure sector, with at least 5 years of supervisory or management experience for major pursuits
Degree in Engineering, Construction Management, or a related field, or combination of relevant education and industry experience
Professional Engineer (P.Eng) or similar designation is considered an asset
Knowledge of project management principles and practices sufficient for leading large, cross-functional teams
Experience managing and winning +$200 million pursuits
Well-developed market knowledge and understanding of a broad suite of civil infrastructure (including, but not limited to bridges/roads, tunnels, airports, marine ports, and water/wastewater facilities)
Experience negotiating and/or administering large design and/or subcontracted packages
Proficiency with a variety of delivery models including, Lump Sum, Design-Build, Construction Management, P3, and progressive models (including Progressive Design-Build, Integrated Project Delivery, and Alliance)
Strong experience providing technical and commercial oversight and management of large-scale, multidisciplinary bids
Proficiency supervising and guiding subject matter experts including schedulers, estimators, designers, and other technical personnel
Proven analytical, strategic, and problem-solving skills
Excellent understanding of project risk management (including technical, schedule, PLAA, commercial/contractual, etc.)
Sound judgement and excellent written and oral communication, organizational, and stakeholder engagement skills
Proficiency with Microsoft 365 and familiarity with InEight Estimate, Primavera P6, and a variety of quantitative risk management software
