The Department's mission is to improve public safety by positively changing lives.
The Medical Program Specialist 3 position supervises two sections of professional staff who secure Medicaid benefits for patient's releasing from our facilities and an OA3 for the unit.
The Medical Program Specialist 3 position contributes to the Department's mission by developing and overseeing MAS3 staff workload and Supervising the MAS staff and training thereby assuring patients obtain the appropriate Medicaid coverage. This position will support the MDU Manager with the design and development of statewide program reviews, plans, policies and procedures for medical provider service delivery, reimbursement rate setting, and evaluates the effectiveness of health care program policies and initiative and their impact on medical provider expenditures.
The Medical Program Specialist 3 position supports the mission of the organization, keeping communities safe, by ensuring quality health services to incarcerated individuals which contributes to successful re-entry into society.

Duties
Supervise MAS3 positions in the Medical Disbursement Unit (MDU) at headquarters. Monitor attendance; approve leave and consult with human resources. Lead the recruitment, screening, and hiring when needed. Participate in the on-boarding of staff.
Assist Manager in establishing and implementing administrative policy, protocols and procedures.
Back up for Manager, MAS3s and support MTA4s.
Rent a Bed Violator liaison with correctional entities as well as invoice processing and auditing of invoices and processes.
Other duties as assigned.

Duties

- Support recruitment, screening and hiring of MDU staff. Participate in the on-boarding of newly hired staff, oversee the development of performance development plans, in-training plans and evaluation of staff performance. Coordinate and/or deliver relevant training and continuing education in support of increasing personnel and unit capabilities. Direct staff on developing new tools, resources and processes in the statewide management of Medicaid Transformation Project billing, benefits coordination and other processes/protocols. Evaluate employee performance and provide ongoing feedback, mentoring and training to enhance skills, address any work-related issues and to take corrective action as required according to agency policy and utilizing performance development plans.
Assist Manager in establishing and implementing administrative policy, protocols and procedures.
- Implementation and establishment of work processes and protocols.
- Maintenance, auditing and review of those processes and protocols.
Back up for Manager, MAS3s and support MTA4s.
- Auditing, Boarder Billing, RAB process, Unit e-mail inbox management, Medicaid Applications, Billing to Medicaid for Reentry benefit period. Monitoring of Medicaid Applications e-mail inbox.
Rent a Bed Violator liaison with correctional entities as well as invoice processing and auditing of invoices and processes.
- Coordinating with city/county and private correctional institutions that house our violator population concerning Medicaid Transformation Project and Reentry benefits for correct billing and reimbursements. Help support these entities in conjunction with Reentry TPA to reduce costs for WA DOC. Monitoring of RAB e-mail inbox. Creation of A-19, validating back up documentation, auditing of processes and of invoices. Monthly accruals.
Other duties as assigned.
