Job Summary
The Transformation Management Officer reports directly to the City Manager's Office, partners with executive and senior leadership, and offers a unique opportunity to lead the development and implementation of transformation initiatives in alignment with the city's strategic goals, priorities, and objectives. This position oversees a team of practitioners that proactively identify opportunities for improvement, fosters collaboration, and ensures transformation efforts of new programs are operationalized for consistent executive function.

- Develop and implement a comprehensive transformation strategy for the organization aligning with the City's mission, vision, and goals.
- Identify and prioritize opportunities for operational and service improvements, ensuring alignment with public expectations and policy mandates.
- Support the executive leadership team in the integration of operational, strategic, and internal improvement initiatives and measures by overseeing citywide project management, policy analysis, administrative coordination, and change management functions through the Transformation Management Office.
- Maximize organizational performance by providing strategic direction for citywide performance programs, leveraging data, strategy, and continuous improvement to drive results.
- Identify and adjust the pace or direction of new organizational performance projects and initiatives citywide; manage innovative programming work, process improvement initiatives and implementation of best practices.
- Direct, manage, oversee, and provide strategic direction to all the City's organizational performance and innovation areas, planning and activities.
- Facilitate and support citywide strategic planning and reporting of the citywide strategic plan, including alignment and reporting for both the internal and external key performance indicators and performance measures.
Build Capability:
- Lead change management initiatives embedding a culture of innovation, agility, and continuous improvement across the organization.
- Strengthen governance frameworks to promote transparency, accountability, and compliance with regulatory requirements.
- Collaborate with leadership to establish performance benchmarks and monitor adherence to governance standards.
- Lead cross-functional teams in the execution of key transformation projects and change management process to ensure smooth transition.
- Oversee the development, preparation, and administration of the cityside continuous improvement program, including using standardized and systematic process improvement techniques to foster collaborative improvement and effectiveness across all city functions.
- Supervise, motivate, support, train, develop, and evaluate TMO staff; recommend short and long-term goals and objectives.
- Design and implement communication plans to ensure stakeholder buy-in and alignment on transformation goals.
- Oversee the planning, executing, and monitoring of cross-functional projects to deliver on transformation objectives.
- Establish robust project management frameworks to ensure timely and efficient delivery of initiatives.
- Create change management and strategic planning organizational standards building capability across the City.
- Monitor progress of transformation initiatives and provide regular updates to executive and senior management.
- Serve as a trusted advisor and liaison between the organization and external partners to align transformation efforts with public needs.
- Collaborate with key partners to gather input and ensure alignment with organizational goals.
- Champion the adoption of emerging technologies to modernize processes and improve service delivery.
Deliver Results
- Conduct thorough assessments to identify areas for improvement and innovation.
- Drive citywide performance management initiatives and supports data driven decision making by facilitating organization wide performance meetings, data policies and data strategy.
- Develop metrics to evaluate the success of transformation initiatives and provide regular updates to senior leadership and key partners.
- Ensure transparency in reporting progress, challenges, and achievements.
- Analyze data and metrics to evaluate the effectiveness of transformation efforts and drive evidence-based decision making and operational excellence.
