Description:

The Federal Transit Administration is seeking a highly qualified Senior Investigator, regarded as an expert in the industry and capable of leading audit, investigation, inspection, and review teams. This role provides technical, managerial, and administrative direction for problem-definition, analysis, requirements development, and implementation for complex to extremely complex systems in the field of transit safety. The Senior Investigator will make recommendations and advise on organization-wide improvements and optimization strategies. This position requires extensive knowledge of the various stakeholders within the transit safety management community and their intricate interrelationships.

**Key Responsibilities:**

- Lead and manage audit and investigation teams, ensuring thorough analysis and review of transit safety protocols and practices.
- Provide technical guidance and direction on complex safety and security issues within the transit system.
- Analyze findings and develop recommendations for organizational improvements and best practices.
- Collaborate with stakeholders across the transit safety management community to ensure alignment and effective communication.
- Prepare and present comprehensive reports detailing investigation findings, recommendations, and suggested areas for improvement.
- Stay updated on industry trends and regulatory changes to inform transit safety practices and policies.

Requirements

**Education:**

- Minimum of a Bachelor's degree in any field; preferred relevant fields include transportation, government, engineering, or business. A post-graduate degree is advantageous.

**Training and Certifications:**

- Completion of the Transportation Safety Institute (TSI) Transit Safety and Security Audit Course within the past 5 years is preferred.
- Additional audit or investigative training and certifications are advantageous, provided they are relevant and of high quality.

**Relevant Experience:**

- A minimum of 20 years of relevant experience in safety, auditing, or investigative roles. Additional experience is advantageous.

**Management or Leadership Experience:**

- At least 10 years of management or leadership experience in a related field. Additional experience is advantageous.
- A minimum of 5 years of experience in safety and risk management specifically within a rail environment is required.
- Extensive experience with Safety and Security Oversight (SSO) program requirements, including 49 USC 5329 and 49 CFR Part 674.

**Skills and Competencies:**

- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders.
- Proven leadership capabilities and experience managing complex projects and teams.
- Familiarity with regulatory frameworks and industry best practices in transit safety.
