REGIONAL CONTEXT:

The World Bank and West and Central Africa:

Africa is a diverse continent brimming with opportunities. From clean energy and climate-smart agriculture to home grown digital innovations, African countries are accelerating their efforts to develop sustainably. Home to a 1.2-billion-person market and the world's largest free trade zone, Africa offers human and natural resources that have the potential to yield inclusive growth and wipe out poverty in the region, enabling Africans across the continent to live healthier and more prosperous lives.

Yet these vast opportunities are tempered by persistent gaps in education, health, and skills, which have Africa only reaching forty percent of its estimated human development potential. Moreover, conflict, food insecurity, population growth, pandemics, and the disruptive forces of climate change threaten to curtail or even reverse the progress that has been made over the past decades. Africa's economies have been severely affected by the fall-out from the COVID19 pandemic.

The WB West and Central Africa Region is committed to helping the countries in West and Central Africa realize their considerable development potential and become more competitive in the global economy by focusing on the following priorities:

  • Creating Jobs and Transforming Economies: We are working with countries across West and Central Africa to mitigate the economic, social and poverty fallout from the COVID 19 crisis and to stimulate job creation and economic transformation by leveraging all sources of finance, expertise, and solutions to promote investment.
  • Building Up the Digital Economy: We are supporting Africa's vision to ensure that every African individual, business, and government is connected by 2030 - a vision that, if realized, can boost growth by up to 2 percentage points per year, and reduce poverty by 1 percentage point per year in Sub-Saharan Africa alone.
  • Making Institutions more Efficient and Accountable: Our support is helping governments strengthen public policy processes, manage resources effectively, and reinforce fair and reliable delivery of public services.
  • Investing in People: We are at the forefront of helping West and Central African countries accelerate human capital gains and empower women by improving their access to education and skills acquisition, sexual and reproductive health services, and employment opportunities.
  • Supporting Climate Change Mitigation and Adaption: In the face of increasing climate-related risks, we are working with West and Central African countries to advance efforts to adopt renewable energy, climate-smart agriculture, and green infrastructure.

UNIT CONTEXT:

The Africa Western and Central Development Effectiveness unit services the Africa Western and Central Region, providing timely, effective operational support and services to the Regional Vice President, the Operations & Strategy Director, the Regional Management Team, and teams.

The unit's work program ranges from Pipeline Delivery Management; Quality Assurance; Portfolio Management and Monitoring, Results Measurement and Management; Regional Risk Management including RSA function; support to Regional and Corporate priorities; and Operational Learning and Knowledge Sharing targeted to regional staff. It also houses the Secretariat of the Regional Operations Committee (ROC).

The Development Effectiveness Unit is looking for an experienced, high-performing, energetic Senior Operations Officer with particular expertise in leading high-quality operational reviews and portfolio monitoring. The successful candidate will be expected to lead the reviews of a number of IPF, PforR, and DPF operations, be very familiar with operational policies and procedures and navigating the portal. S/he will report to the DE Manager, and work closely with the DE team, as well as other colleagues in the RVP Front Office.

Roles & Responsibilities:
  • Leading the region's pipeline and portfolio management efforts and contribute to background materials and briefs for Regional Management in preparation for regular corporate meetings on the pipeline/portfolio.
  • Providing strategic operational support and policy guidance to Regional Management and task teams in connection with the preparation, approval, implementation, and evaluation of operational products.
  • Advising Regional Management and task teams on complex operational issues, including strategic, technical and institutional aspects.
  • Reviewing operational lending packages/requests on behalf of the RVP to ensure: (i) consistency with the regional strategy and corporate operational guidelines; and (ii) that the due diligence and quality standards are met.
  • Reviewing country engagement products and providing advice/support to team, particularly on the results matrix.
  • Supporting regional results management, in particular in relation to the corporate scorecard.
  • Liaising with OPCS, IEG and other corporate units on portfolio and operational quality issues.
  • Monitoring of regional high risk operations and participating in the resolution of issues pertaining to integrity in operations, and inspection panel complaints and cases.
  • Preparing regular operational updates and briefs for Regional Management, as well as comments and presentations on operational policy matters.
  • Carrying out learning activities on operational policies, instruments and innovations.
  • Monitoring, following up and reporting on the region's achievements and compliance with corporate commitments such as Citizen Engagement, Gender, and Climate Change.
  • Participating in knowledge management and sharing activities; writing operational good practice notes and results stories as needed.


Selection Criteria

  • Advanced degree (MA/MS) and a minimum of eight years of experience in a relevant field/discipline (e.g. economics, management, business administration, social sciences, technical studies, or another field related to development).
  • Solid knowledge of World Bank operational policies, procedures and systems and M&E skills for both operations and country products.
  • Demonstrated operational experience as TTL or task team member with specific deliverables, or as quality assurance support.
  • Understanding of internal systems, processes and procedures, and of the roles and responsibilities of various Bank units.
  • Outstanding client orientation and inter-personal skills with proven ability to work cooperatively with multi-disciplinary country teams, all levels of staff and managers.
  • Demonstrated ability to undertake a diversity of tasks within a rapidly changing and demanding environment and capacity to meet tight deadlines.
  • High level of integrity and discretion, sound judgment, and diplomatic skills.
  • Strong verbal and written communications skills in English, including the ability to speak and write persuasively and present ideas clearly and concisely.
  • Operational experience in one or more regions or corporate experience (OPCS, CRO, DFI etc.) would be a plus.
