Primary Purpose
Under general direction of the County Manager, plans, organizes and directs activities and staff related to the County Community Development functions. Ensures the effective and efficient provision of services for the Economic Development Division, Sustainability Division, and the Santa Fe County Public Housing Authority.

Essential Job Functions

  • Manages and directs the activities of departmental staff: hires, supervises, and trains staff; prioritizes and assigns work; provides feedback and conducts performance evaluations; manages schedules and promotions; enforces policies; and executes disciplinary action.
  • Develops and implements goals, objectives, policies, procedures, and work standards for the department.
  • Prepares and administers the department budget.
  • Provides leadership, guidance, enhanced staff morale, technical advice, professional opinion, information, research and support regarding community development, economic development, affordable housing, marketing/tourism, sustainability, housing authority and related topics to the County Manager.
  • Ensures compliance with federal and state legislation pertaining to community development matters.
  • Provides suggestions and templates for County, State and Federal legislation.
  • Presents information, facilitates meetings, participates in committees and working groups, and represents the Community Development Department and Santa Fe County in matters related to the Community Development Department.
  • Assists the public, other County departments and agencies, other jurisdictions, State and federal agencies, and other entities with community development, economic development, affordable housing, marketing/tourism, sustainability, housing authority and related topics and with mediating problems and creating viable resolutions.
  • Consults with the legal office as appropriate regarding department matters.
  • Aids and supports the County Manager, other County departments and agencies, and the Board of County Commissioners regarding complex issues, opportunities, and problems.
  • Develops, maintains, and provides reports regarding division budget consistent with performance-based budgeting standards.
  • Oversees the coordination of the capital planning process for county, state, and federal funding sources and opportunities including the Community Development Block Grant (CDBG) program and other federal infrastructure programs.

Knowledge/ Skills:
  • Knowledge of the principles and practices of administrative and fiscal management; the techniques of supervision; the preparation and implementation of grants and community development programs.
  • General knowledge of county, state and federal government policies related to community development.
  • Strong interdepartmental and interagency coordination and organizational skills.
  • Ability to develop effective work teams and motivate individuals to meet goals and objectives; to manage and supervise others; to plan and coordinate work; and to initiate and implement administrative procedures and evaluate their effectiveness.
  • Ability to work effectively with co-workers, government officials, and the public.
  • Ability to communicate and present complex information effectively, both verbally and in writing, and to various audiences; and to prepare clear and concise reports, correspondence, and other written material.
  • Ability to testify before administrative and legal proceedings, to make qualitative and quantitative evaluations of programs and goals, and to evaluate and analyze data.
  • Ability to interpret, apply and explain county, state and federal rules, regulations, and statutes, and to develop procedures.
  • Ability to maintain the highest levels of confidentiality, integrity, and ethical standards and to work with all employees and members of the public in a respectful manner.
  • Skilled in operating various word-processing, spreadsheet, database, and other software programs in a Windows environment.

Minimum Qualifications

  • Bachelor's degree in Public or Business Administration, Economics, Planning, or a related field, Master's is preferred; and
  • Six (6) years of work experience in one or more of the areas including community development, housing, finance, planning, sustainability, economic development, business, or a related field, of which at least five (5) must be in a supervisory capacity. A completed New Mexico EDGE Public Supervisor certification will be accepted as a substitute for two (2) of the required years of supervisory experience.
  • Any combination of education or experience in public or business administration, community development, housing, finance, economic development, or a closely related field totaling ten (10) years.
  • Related education and experience may be substituted for education at a rate of 30 credit hours equal to one (1) year of experience.
  • Five (5) or more years of supervisory experience is preferred.

Working Conditions:

Work is performed in an office setting. Work schedule may include evening and weekend hours. Travel may be required. While performing the duties of this job, the employee regularly is required to stand, walk, and sit; use hands to finger, handle or feel; reach with hands or arms; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear. Clarity of vision at long and short distance required. May be required to lift up to 20 pounds. May be exposed occasionally to dust, fumes, airborne particles, or allergens; to excessive noise; and to working near hazardous or moving equipment or machinery. May use protective clothing, equipment, devices, or materials on occasion. May be subject to exposure to CRTs and VDTs.

Conditions of Employment:

Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver's License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
