JOB INFORMATION
Reporting to the Executive Dean of Workplace Innovation and Strategic Engagement, the Dean of Academic Development provides leadership and operation for GED and ESOL academic programs, ESOL and GED, workforce related programming, and student services which closes opportunity gaps and increases economic mobility by expanding access to federal, state, and local resources available to historically marginalized communities. The Dean also serves as the Project Director for Oregon Adult Basic Skills Title II Adult Education and project coordination, fiscal management, and quarterly outcomes reporting. Overseeing the operations of programs, services, and staff in the campus-based Adult Basic Education, Adult GED Preparation, Adult English for Speakers of Other Languages, programs. The Dean/Director/Associate Dean is responsible for the fiscal management of the department budgets and supervises the student support & advising team and leads the development and oversight. In addition, this position serves as a college liaison to community-based organizations and state agencies we interface with.

DUTIES & RESPONSIBILITIES
Leadership & Supervision
  • Supervises full-time Classified and Faculty in the GED, ESOL, Title II, and English Now programs as well as part-time hourly staff, part-time faculty, and volunteers including recruitment, screening, onboarding scheduling, mentoring, evaluation, and/or disciplinary action.
  • Assigns Adjunct faculty to teach IET/CP cohort classes
  • Provides effective leadership for student services and workforce programming in the Academic Development Department; including program development, implementation, assessment, and continuous improvement. Recommends and provides in-service training and encourages participation in staff development activities.
  • Uses independent decision-making and problem-solving skills
  • Models, motivates and encourages all team members to actively participate in continuous improvement activities to facilitate the delivery of effective, high-quality services to both internal and external customers. Will be asked to learn, lead, and serve as a voice and advocate for faculty, staff, and the department programs
  • Provides strong leadership and represents the department through a participatory management style, team-building activities, and problem-solving techniques
  • Supervises staff who monitor and track XX in compliance with federal and state laws, while ensuring clear and timely communication with students, staff, and the community. This includes collaborating with XX staff, administrators at multiple locations, state agencies, non-profits, and local donors.
  • Plans departmental meetings and participates in statewide workforce development directors' meetings, providing leadership.
  • Stays current on innovations and trends to develop new resources through grant requests and other self-support activities
  • Establishes and maintains clear and timely communication with students, staff, and community-based organizations
  • Recruits a diverse workforce; responsible for overseeing or conducting orientation, support, development, and evaluation of faculty, program chairs, directors, and coordinators
  • Provides effective leadership for program assessment, review, planning and evaluation activities; implements short-term and strategic goals and objectives to enhance department and college success; creates opportunities for change that align with Chemeketa's mission
  • Stays current on knowledge of negotiated collective bargaining agreements, institutional policies, regulations, and procedures.
  • Upholds professional state standards, including regional accreditation
  • Develops new resources through grant requests and other self-support activities
  • Establishes and maintains clear and timely communication with students, staff and the community including SOAR/Marion County, Oregon Department of Corrections, statewide STEP/CP/PTO/ICAP consortia, HECC/CCWD, Mid-Willamette Valley Homeless Alliance, and the Local Operations Team of the Workforce Board
  • Implements short-term and strategic goals and objectives to enhance department and

Program/Grant Management
  • Provide specific program leadership and oversight for ESOL/VESL, GED, SPN GED, Title II, Advising, ENG Now, and IET
  • Coordinate grant processes, and monitor grant activities to achieve grant outcomes. Overseas the development, execution, and implementation of Title II. Monitors compliance and takes corrective action as necessary.
  • Plans, supervises, and manages the delivery of support services; analyzes students, staff, and community needs and resources to determine appropriate service delivery.
  • Interprets college policies and procedures
  • Supervises and coordinates activities supporting Academic Development student services and workforce connections including; advising, recruitment, retention and career development. These activities and programs will be coordinated districtwide.
  • Fosters collaborative communication among department staff; provides problem solving and guidance for staff and student issues
  • Coordinates performance evaluation of full and part-time faculty and department staff members in conjunction with Dean
  • Evaluates program effectiveness in response to data through a continuous improvement model

College Collaboration & Community Liaison
  • Facilitates collaborative partnerships with other college departments, business/industry, colleges/universities, community-based organizations, and state agencies
  • Facilitates intra-college and community networking of related resources to most effectively serve students, college staff, and partner agencies, advocates for department programs; builds and develops programs with multiple locations and partners such as State GED Office, Workforce Integration Department, Department of Human Services, the Employment Department, Vocational Rehabilitation, and others to develop workforce and one-stop activities that comply with state and federal workforce development guidelines
  • Works with the Dean of Counseling & Student Support Services to lead coordination of services and programing in support of student basic needs
  • Maintains and strengthens collaborative partnerships with other programs, employers, colleges, and community agencies; facilitates networking of related resources to most effectively serve students, staff, and partner agencies
  • Supports other program areas in development of grant budgets and proposals
  • Develops a vision for the delivery of academic transitions for the region and coordinates district-wide program alignment when appropriate; plans, supervises, and manages the delivery of educational and support services; analyzes service area needs and resources to develop courses and programs
  • Participates in college-wide committees and local, regional, statewide, or national activities to enhance department and college success
  • Participates in department and program staff meetings
  • Functions effectively as a team member at department, division, and college-wide levels
  • Promotes open, effective communication and encourages participation in planning, problem-solving, and decision-making
  • Develops new resources through grant requests and other self-support activities

Instructional Management & Support
  • Selects, orients, coaches and evaluates program chairs and coordinators; works in partnership with them to ensure smooth program operations; Oversees creation, evaluation, and revision of the department's schedule of classes with program chairs and coordinator
  • Provides effective leadership for instructional programs in Adult Basic Education, GED preparation, English for Speakers of Other Languages, and Work-Based Education programs
  • Aids on the course outline revisions, curriculum revisions, delivery methods, strategies, and techniques; ensures changes are consistent with program, department, and college goals; ensures curriculum aligns with OACCRS and OAELPS
  • Oversees program advisory committees as appropriate with program chairs and coordinators
  • Effectively manages multiple priorities and large-scale projects

Budget Oversight & Reporting
  • Develops, implements, monitors, and manages Title II and other federal/state grant activities, including data complication, systems analysis, and compliance reporting
  • Develops and implements systems for data collection and reporting. Ensures accurate and consistent data collection and reporting of program activities through quarterly and annual outcome reporting.
  • Provides fiscal responsibility; negotiates contract agreements and statements of work; prepares operation budget, approves and monitors expenditures and develops new resources for grant funding and self-support accounts.
  • Prepares monthly and quarterly grant invoicing and billing
  • Develops, monitors, manages, and adjusts General fund, Self-support, and Grant budget for the department; delegates some aspects of program budget management to program coordinators
  • Actively participates in fund-raising, grant, and contract development/implementation

Program Planning
  • Creates strategic planning and ongoing program evaluation
  • Develops new resources through grant requests and other self-support activities
  • Acts as a resource to inform and support new program and college initiatives

Institutional Expectations

Minimum Qualifications

Master's degree from an accredited institution

Three Years of supervisory experience

-AND-

Four years of related experience which includes: budget management, project/grant management experience working with academic programs & student services experience at the post-secondary level

Current driver's license or the ability to obtain one within 30 days of hire

This position is not eligible for remote/hybrid work.

TERMS OF EMPLOYMENT
  • This is a 100%, 12-month exempt assignment of the D3 band and grade
  • This position has a 1-year probationary period
  • All positions at Chemeketa are required to be available for work onsite as requested by the college.
  • Requires flexible work schedule based upon program needs which includes some evening and weekend work and/or travel; in-state and out-of-state meetings, conferences, institutes, training and/or other meeting attendance as required.
  • This position may require the use of your personal vehicle for transportation between campus locations
  • Requires the provision of official transcripts upon hire

PHYSICAL REQUIREMENTS

Sedentary Work:Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary requirements are met.
