About This Role

The Carrier Energy Utility Energy Policy Leader will lead Carrier Energy's Utility regulatory strategy and engagement with Energy Commissions and State or Jurisdictional Regulatory bodies to ensure the creation and adoption of new battery incentives, compliance, and to secure support for pilot programs, and develop policies that promote the adoption of Carrier Energy solutions. The leader will develop comprehensive incentive frameworks with Utilities, Partners and Influencers and will collaborate with Carrier internal stakeholders to navigate complex energy incentives across key target Utility markets.

Key Responsibilities:
  • Develop and maintain a comprehensive dossier summarizing key energy battery incentives for targeted markets.
  • Ensure that Carrier Energy's pilots and deployments adhere to applicable programs and requirements in line with industry standards.
  • Collaborate with cross functional Carrier teams to mitigate risks related to compliance and contractual obligations.
  • Build relationships with state agencies and regulatory bodies to validate pilot programs and secure approvals.
  • Develop in collaboration with Utilities integrated HVAC battery incentives and policies that support Carrier Energy's solutions, including demand response and VPP programs for the full value of the solution set.
  • Represent Carrier Energy in industry forums, regulatory hearings, and public discussions to influence energy policy decisions in target Utility Territories.
  • Identify and prioritize incentive opportunities that align with Carrier Energy's business goals.
  • Develop briefing materials and proposals to communicate Carrier's position on energy policy to state and industry stakeholders.
  • Monitor emerging trends in energy policy and advise internal teams on potential impacts and opportunities.
  • Conduct comprehensive market analysis of the energy sector, including VPPs, regulatory trends, growth opportunities, and competitive landscapes, to identify strategic opportunities and inform regulatory and policy strategies.
  • Work closely with the Pricing & Offering and Business Development teams to integrate and develop new incentive insights into pricing models and pilot designs.
  • Facilitate alignment between internal stakeholders and external regulatory requirements to streamline project execution.
  • Expand regulatory engagement to include light commercial and Commercial and Industrial (C&I) applications, ensuring compliance and advocacy align with Carrier's growth strategy.


Level of Responsibility:
  • Problems faced are complex and require extensive investigation / analysis
  • Communicates with senior leadership regarding matters of strategic importance to the organization; conducts briefings with senior leaders in and outside of job function


Required Qualifications:
  • Bachelor's degree in Law, Public Policy, Engineering, Business, or Finance
  • 10+ years of experience in energy policy, regulatory affairs, or government relations.
  • Ability to travel up to 25% domestically.


Preferred Qualifications:
  • Proven success in navigating complex regulatory environments, particularly in energy or utilities sectors.
  • Strong understanding of energy regulations, including those governing VPPs, demand response, and distributed energy resources (DERs).
  • Experience advocating for energy incentives and policies.
  • Familiarity with HVAC, battery technology, or energy management systems.
  • Excellent communication and negotiation skills, with experience engaging high-level government and regulatory stakeholders.
  • Expertise in regulatory risk assessment and compliance strategy development.
  • Strategic thinker with the ability to translate regulatory insights into actionable business strategies.
