The role:

As the primary budget analyst in our centralized budget office, you will provide guidance, support, financial analysis and recommendations to senior management. You will serve the agency's mission by overseeing the development and execution of the agency's budget and help us deliver a transportation system that keeps Oregon's goods and people moving. A day in the life:
  • Prepare, develop, monitor and execute our legislative budget using existing tools including accounting systems, PowerBI and Microsoft Excel.
  • Develop, recommend and maintain fiscal policies, standards, processes and procedures.
  • Coordinate the development of agency policy option packages, reduction options, workload measures, program narratives and make recommendations for changes.
  • Support and consult with management in developing and justifying budget proposals.
  • Prepare reviews, forecasts and interpretations of major components of the budget to monitor the financial performance of the agency and solve complex problems.
  • Review, evaluate and make recommendations regarding proposed legislation and how it impacts the agency.
  • Manage and evaluate budget development and execution processes.
  • Develop financial models to review scenarios and forecast agency financial performance.
  • Guide and support other staff and agency programs through the budget development process.
  • Work is performed in an office environment and may require working long hours.

Minimum qualifications:

Six years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information.

Note: A bachelor's degree in business, public or non-profit management, finance, accounting or a related degree (such as public policy, political science, public administration or other analytical or technical degree) may substitute for three years of the required experience. A graduate-level degree in any of the above areas may substitute for four of the six years.

  • Experience presenting findings and recommendations to senior management or other decision makers.
  • Experience developing complex budgets for a large public organization, including the fiscal analysis of legislation.
  • Demonstrated ability to maintain cooperative relationships with a diverse group of partners.
