The Executive Director provides guidance and direction to the President, cabinet level administrators, the Board, faculty, staff, students and individuals involved with the college community regarding a wide range of matters including, but not limited to labor relations, performance management; employee training and development; employee engagement, staffing, retention, succession planning, policy enforcement, compliance, and workplace investigations. The Executive Director serves as the 504/ADA, Title IX and Affirmative Action Coordinator.

Examples of Duties
- Serves as member of the President's Cabinet and as advisor to the President on human resources, policy, and human resource matters
- Provides executive leadership for the overall direction and management of a comprehensive Human Resources department including, but not limited to, workforce planning, compensation, labor relations, benefits administration, workplace safety, budget management, and other appropriate areas that may emerge
- Reviews, recommends and oversees the adherence of human resources policies and procedures
- Ensures institutional compliance with federal, state and local labor laws
- Evaluates, reviews and recommends to the President all position requisitions and changes, salary changes, job offers, and manages performance evaluation processes
- Oversees the full life cycle of an employee, from onboarding and early engagement to professional development, leadership pipeline cultivation, career progression, and succession planning.
- Fosters harmonious and effective cooperation between all units of college community and all levels of the institution
- Collaborates with development and implementation of risk management and compliance strategies for the institution
- Manages, develops and implements goals, objectives and assessment efforts for assigned area aligned with the Strategic Plan
- Fosters a collaborative relationship with bargaining unions by engaging in open communication, facilitating fair negotiations, and ensuring compliance with collective bargaining agreements to promote a positive and productive work environment
- Collaborates with other cabinet members to ensure appropriate human resources support for educational programs and services at all three campuses
- Serves as cabinet liaison to the Personnel and Board Development Committee of the Board of Trustees; prepares agenda items and personnel actions for monthly committee meetings and Board meetings
- Works with College Counsel on employment, and other legal matters
- Supports discipline and termination hearings
- Leverages data, analytics, and current technologies to make continuous improvements of Human Resources processes and outcomes
- Serves as the Custodian of Government Records; handles all OPRA requests
- Overseas the Human Resource budget planning and implementation
- Performs other duties as assigned
Typical Qualifications
Education:
- Master's Degree in Human Resources, Business or related field
- SHRM-CP or PHR Certification strongly preferred
- Experience in a higher education setting with a deep understanding of faculty and staff dynamics preferred
- A minimal of seven years of progressively responsible leadership in human resources/labor relations, collective bargaining, benefits administration, classification/compensation, talent acquisition, succession planning, staff leadership and development programs; organizational development and quality and process improvement
- Leadership experience in a collective bargaining environment where there are multiple collective bargaining agreements
- Demonstrated experience in planning and monitoring budgets
- Possesses a strong understanding of the use of information technology to deliver, monitor and evaluate programs
- Experience in affirmative action complaint processing and resolution preferred

- Develop and execute strategies to enhance employee engagement, well-being, and retention.
- Analyze and utilize demographic and climate survey data to identify key areas for improvement and implement targeted interventions to strengthen workplace culture.
- Proficient with software skills, database management, employee management software applications, cloud software and collaborative cloud platforms
- Possess a clear understanding of statutory and regulatory requirements affecting Human Resources, workplace safety programs including, but not limited to, Family and Medical Leave Act, Americans with Disabilities Act, Fair Labor Standards Act, Civil Rights Act of 1964, Americans with Disabilities Act, Cleary Act, Occupational Health & Safety Act and other federal and State of New Jersey mandates.
- Experience facilitating Title IX and 504/ADA
- Ability to manage a high volume of work and execute accurately through established Human Resources processes
- Ability to identify and mitigate organizational risks.
- Ability to develop and implement training for supervisors and managers on union contract compliance, employee rights, and conflict resolution
