Primary Purpose
Functions as the company's expert in a specific engineering discipline. Provides technical support within the Gas Storage Operations and Reservoir Integrity and Engineering organizations for operation, maintenance, integrity verification and capital improvements. Primary focus is risk and threat identification, adherence to API Recommended Practices (specifically API RP 1171), creation/implementation of the risk management program and compliance with new regulations.

Duties & Responsibilities
  • Well Work Preparation

    Gas storage wells workover candidate's evaluation.

    Design and generate programs for workovers, abandonments, and completions.

    Prepare and submit notices of intent to execute the proposed work to Division of Oil, Gas and Geothermal Resources.

    Monitor daily rig or rigless well operations.

    Travel to the four gas storage fields as required.

    Provide assigned Well Site Manager with engineering assistance and adherence to gas standards for all well operations.

    Deliver onsite support and supervision during critical jobs.

    Ensure regulatory compliance during well work execution and proper daily well work records documentation.
  • Ensures compliance with Health, Safety, and Environmental (HSE) regulations and guidelines. Promote safety awareness and environmental consciousness.

    Prepares Capital/Expense initial cost estimates and reauthorizations for over expenditures.

    Reviews vendor field costs for accuracy and authenticity and approve associated invoices.

    Performs technical well work lessons learned, as well as perform financial post audits.
    Provides technical mentorship to less experienced staff.
  • Provide technical expertise within the department and Company. Provide technical advice to junior staff members and review technical results, evaluations and analyses.
  • Project Close Out responsibilities associated with the downhole well work operations and the resulting records generated by Storage Integrity Management Program team.
  • Stay abreast of the latest changes, trends and technological advancements in the industry through attendance at conferences and seminars, continuing education, literature, etc. Educate SCG management on latest trends.
  • Performs other duties as assigned (no more than 5% of duties).


Education
  • Bachelor's Degree Petroleum Engineering or other technical discipline Required
  • Master's Degree Engineering or other technical discipline and business training Preferred

Experience
  • 10 Related engineering experience, 5 of which in oil and gas operations or equivalent. Required
  • Previous experience with Risk engineering/Risk Modeling Preferred
  • Rig supervision experience Preferred
  • Familiarity with API 1170/1171 and or API RP 580/581 Preferred

Knowledge, Skills & Abilities
  • Must have a working knowledge of petroleum software and good computer skills. Process knowledge is desirable
  • Judgement required on details of work and in making preliminary selections and adaptations of risk/economic alternatives and principles.
  • Must be able to act with a high degree of independence.
  • Must possess strong leadership skills and demonstrate good management practices.
  • Must possess knowledge of project management theories and concepts, engineering practices and concepts, and cost analysis, and be able to apply this knowledge in daily operations.
  • Must have strong engineering background, as well as strong technical writing and verbal communication skills.
  • Must be able to identify and resolve conflicts in schedules, or the relationship of interdependent functions such as cost, schedule and quality parameters.
  • Must be able to determine program or project requirements, assess the abilities within the work group and appropriately delegate to team members. Responsible for providing team goals and evaluation performance.
  • Must be able to motivate personnel and deal with performance problems.
  • Requires the ability to assess the potential financial impact of a project on the Company, as well as the impact on existing Company facilities and operating, marketing, and regulatory philosophies and procedures.
  • Must possess the ability to review complex problems and propose innovative solutions, which involve technical, economic an strategic issues, and may link new concepts and technologies.
  • Must be able to prepare and review complex engineering calculations and analyses.

Licenses & Certifications
  • Valid California Driver's License or reliable transportation Required
  • Registration as a professional engineer in the state of California Preferred
