Project Overview:

Bechtel Infrastructure, along with key sub-vendors Bantrel and Comtech, has been appointed the Delivery Partner within an integrated team with the customer, Metrolinx, for the Ontario Line Subway (OLS) Project and will work in a Delivery Partner role within an integrated team with the customer organization for a Subway Project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by two key PPP Contractors and multiple advanced early works (EAW) packages Contractors and two large Progressive Design Build Contracts. The scope includes both managing the Works associated with the program and with the individual construction projects.

Job Summary:

The Planning Manager will be responsible to manage lead a team to manage the entire set of planning activities for the Ontario Line Project. You will identify schedule trends, analyze data to provide innovative solutions to scheduling challenges, ensure schedule updates are completed on time, and be responsible for reporting requirements. You will support project organizational and administrative activities and ensure adherence to scheduling standards and procedures. Your leadership will be essential in driving scheduling efficiency and project success. You will be a key communicator of schedule basis and assumptions / risks to Ontario Line stakeholders as well as Bechtel company leadership.

Major Responsibilities:

The following duties are performed with respect to planning and scheduling execution.
  • Communicate with senior project management the overall schedule progress and challenges.
  • Lead a functional team of schedule professionals for standardization across multiple contracts and contract types.
  • Prepare integrated schedule analysis across multiple contracts and share with Metrolinx management.
  • Performs and/or coordinates, collects, verifies, and integrates the work scope for all entities into the total project plan. Reviews the representation of project scope in schedules. Establishes the conceptual scope of schedule forecasts and studies. Prepares and analyzes comparisons of scope, quantities, and data between the projects
  • Reviews schedule data, identifies, and acquires the information needed to complete work logics to interface between assigned contractors, disciplines, or specialties
  • Provides supervision and assistance to planners in the development and integration of individual schedules into the total project plan
  • Reviews the performing organizations work logics and determines whether the schedules will adequately support the overall project schedule
  • Plans, coordinates, and establishes the level of quantification appropriate to the objectives of the effort and to the level of scope definition for each discipline or specialty and designates reference job(s) for source data and/or reconciliations of quantities. Reviews completeness and reasonableness of quantities
  • Performs schedule development duties to include establishing the work breakdown structure (WBS), determining the work activity duration, establishing the proper workflow logic ties, and developing the required job expenditure
  • Obtains required schedule information from all disciplines. Identifies schedule constraints and their effects on the total integration of schedule activities
  • Develops critical path schedule reports and schedule performance metrics
  • Evaluates subcontractor schedules and identifies workarounds or potential schedule improvements
  • Integrates interdisciplinary schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties. Works with the performing organizations and units to coordinate work sequences with the total project plan
  • Performs schedule resource loading and leveling
  • Identifies and reports activities that have a critical or potential impact on the schedule and prepares and presents the Schedule Impact Report
  • Develop TILOS charts based on P6
  • Develops schedule recovery plans, as required


Education and Experience Requirements:
  • Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience
  • 15 years of experience using Primavera P6
  • TILOS experience preferred
  • Current or previous Bechtel experience preferred


Required Knowledge and Skills:
  • Skilled in oral and written communication with demonstrated skill to present information to management and clients
  • Proficient in Primavera P6 and Microsoft Office 365 software applications (Excel, Word, PowerPoint)
  • Demonstrated experience in supervision, personnel administration, and training of technical and non-technical personnel
  • Demonstrated ability to take initiative in project related tasks and coordination with various stakeholders
  • Technical and practical comprehension of engineering, procurement, and construction functions and general business techniques
  • Demonstrated understanding of project controls core processes and procedures including, cost control, planning, risk analysis, estimating, trend reporting and information management
  • Experience in delivering large-scale Infrastructure projects over CAD$10B.
