Basic Function
The eHealth Capability Team serving the departments of Social Services and Public Health at Ramsey County. The ideal candidate will be able to work cross functionally with business teams to assist in creating healthcare technology solutions to meet the business needs. Health care settings include public health clinics, mental health clinics, withdrawal management/detox facility, and other community-based settings.

Work involves designing, testing, and maintaining use of efficient electronic health record (EHR) applications, templates and workflows in support of medical and mental health care functions and business processes. Also, this position must gather and analyze data, support business cases, develop and manage projects, and engage with the business areas in process improvement initiatives; the person in this position is responsible along with the eHealth Team and Capability Team Manager for handling technology related incidents, documenting findings of root cause analysis, and maintain clear and consistent change and incident management documentation. This position will also provide onboarding and technical support for new employees or those having trouble using technology in their clinical practice. Work includes development and updates of job aids and training materials. This individual will apply proven communication, analytical and problem-solving skills to help maximize the benefit of technology investments.

The candidate in this position could benefit from a master's degree in public administration, business administration, information technology, or a related area may substitute for one year of the required experience. Certificate or degree in Clinical or Nursing Informatics may also substitute for six months of required experience would also be highly beneficial. This is the entry-level class in this job series. Individuals in this job class may be designated as a Business Analyst within the Information Technology Department or a Business Analyst for Core County Systems (CCS) applications, as defined by CCS governance.

Examples of Work Performed

  • Work closely with subject matter experts (SME's) to identify the business process needs of customer departments to gain an understanding of the department's operations, systems, and business functions; gain input from stakeholders on information needed for changes or enhancements, including reporting and analytic needs; translating business requirements into detailed functional specifications and work with technical staff to create a design concept and technical documents to address those issues.
  • Evaluate on a continuous basis the applications used by Ramsey County departments to ensure they meet business needs, including workflow configuration changes, customization retrofit, and retiring customizations that are no longer needed; and gather and present information appropriately; ensure necessary modifications are made.
  • Establish a time frame for a scoping phase, design concept or project to be completed, set priorities for work to be done, work with department staff to gather information and make modifications to the concept or project; and review the final product with department staff to ensure it is functional and identify any needed modifications.
  • Create and execute test plans/ and or test scripts to ensure the accuracy, integrity and usability of applications.
  • Participate in the evaluation and selection process for business solutions.
  • Identify department training needs; develop and update training plans and curricula; plan and execute recurring training programs for new and current employees including preparing and updating training guides and job aids.
  • Perform fact-finding activities in customer departments to determine if existing processes could be enhanced with software or web solutions; research new technologies including hardware, software and applications available to assist customers in meeting their business needs.
  • If assigned to a CCS application; provide application functional support to enable and fully exploit application capabilities and functionality while driving and supporting business process change during system implementations, upgrades, new component rollout, or routine maintenance. Resolve functional service tickets assigned by the IS Service Desk.
  • Act as liaison between customers and the CCS Application Program. Research and find solutions to identified problems; monitor status of open issues; collaborate with technical and vendor teams; provide access control functions; develop low to medium complexity queries.

    Minimum Qualifications
    Education: Bachelor's degree in Public Administration, Business Administration, Information Technology, or a related area.

    Experience: Three years of experience as a functional analyst/business analyst/system analyst or related areas. Experience with business applications requirements; gathering, supporting, and researching IT hardware and software vendor products for solutions. Experience developing needs assessments and request for information and proposal requirements for business applications.

    Substitution: Equivalent combination of education and relatedexperience.

    Training and Experience Rating = 100%

    The examination for IS Business Analyst will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. The rating on this supplemental questionnaire will depend on the answers provided. A candidate must pass the training and experience rating to be advanced in the process.
    Eligible List: The names of all applicants who pass the training and experience rating and file a properly completed application shall be placed on the eligible list for employment as IS Business Analyst. This list will be certified to the appointing authority which may use this list to fill a vacancy. Candidates will remain on the list for one month or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list. The department may choose to interview any candidate on the eligible list.
    Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
