Summary:
The RUSH System Pharmacy 340B and Supply Chain Director is responsible for providing administrative, operational, and programmatic oversight of the 340B program and supply chain. Actively collaborates in developing, implementing, and expanding the 340B Program. The director plans and coordinates a comprehensive program to improve financial outcomes and reduce organizational risk. The director drives the program's vision, aligns with organizational goals and manages broader stakeholder relationships. Exemplifies the Rush mission, vision and values and acts in accordance with Rush policies and procedures.

Required Job Qualifications:
Graduate of an accredited school of pharmacy with a Pharmacy degree.
Licensed or eligible for licensure as a Registered Pharmacist by the State of Illinois Board of Pharmacy with 6 months of hire
Experience with 340B compliance and auditing
5-years related work experience
3-years managerial experience
Experience developing strategic initiatives which align with business goals and budget.
Experience developing 3-to-5-year budget plans to accurately forecast program growth.
Experience diagnosing and resolving errors in complex reports.
Experience with research and troubleshoot reporting and data issues.
Strong analytical, multi-tasking and problem-solving skills
Good visual aesthetic sense relative to report development and presentation to the user.
Excellent written and verbal communication, facilitation, and customer facing skills
Must have a strong customer service orientation and excellent organizational skills.

340 Advanced Operations Certification
Advanced degrees (e.g., PharmD, MBA) or. Master's degree in healthcare, Business Administration, or a related field
Competencies:
Proficiency in data analysis and use of data tools (e.g., Excel, Tableau, Power BI, split-billing software).
Knowledge of pharmaceutical standards, drug formularies, and clinical guidelines (e.g. RxNorm, SNOMED CT).
Foundational understanding of database design, cloud platforms (e.g., AWS, Azure)
Analytical mindset with attention to detail and excellent organizational, project management, and problem-solving abilities.
Excellent communication skills to collaborate with technical and clinical teams.
Strong knowledge of 340B program regulations, healthcare compliance, and pharmacy operations.
Familiarity with electronic health records (EHR) systems, Microsoft Office (especially Excel), and financial reporting tools.
Demonstrating effective human resource management by addressing performance issues constructively, recognizing and rewarding achievements, conducting meaningful performance evaluations, and guiding team members in their professional growth and development.
Responsibilities:
Oversees all aspects of 340B outpatient utilization, working closely with key stakeholders to maximize participation and ensure the effective use of 340B-priced products across all qualified outpatient settings
Provides oversight and leadership from the department of pharmacy for the 340B program including TPA configuration and management, new clinic site and pharmacy registrations, manufacturer restriction optimization and HRSA engagements.
Leads the monitoring, execution, and continuous refinement of the 340B strategy while ensuring full compliance with federal regulations and guidelines.
Collaborates with the procurement and contracting leaders to review monthly 340B pharmacy procurement and pricing, fostering strategic collaboration with external stakeholders to swiftly rectify any discrepancies and uphold fiscal integrity.
Provide financial and revenue expertise for budgeting and planning new initiatives aimed at generating additional savings opportunities.
Provides consultative services to external partners around 340B optimization opportunities including patient eligibility, program set-up, data management, and audit compliance.
Routinely monitors industry publications and websites as well as the professional media, literature, and peers to ensure that the institution has the latest information regarding interpretations, rulings, suggestions, and advanced ideas for improving participation.
Reviews and negotiates any new 340B contracts and maintains all 340B contracts.
Assesses opportunities for cost savings and business improvements in 340B contract pharmacy utilization.
Lead initiatives to identify and implement programs or process changes that optimize pharmaceutical costs, by setting and achieving cost reduction targets.
Negotiates with drug manufacturers as appropriate to secure advantageous terms and maximize the organization's savings through the 340B program while maintaining compliance.
Managing vendor relationships, including ensuring contract compliance, leveraging GPO contracting resources, monitoring vendor performance, and coordinating timely payments;
Assessing and vetting additional drug cost optimization products or services (e.g., automation solutions) and collaborating with management to determine feasibility and implementation.
Ensures that policies and procedures are developed and implemented according to organizational, regional, national, state, and federal requirements and guidelines by establishing and monitoring key metrics to benchmark effectiveness,
Actively engaging within the department, including managing up, taking ownership of team decisions, and clearly communicating and supporting departmental and organizational initiatives.
