The position of EIR Accessibility Manager IV performs highly complex (senior level) managerial work administering the daily operations and activities of the accessibility compliance organization within the Civil Rights Office. Work involves establishing goals and objectives, developing guidelines, procedures, and policies, for the accessibility unit and general accessibility policy and procedures for the agency. Develops project schedules for accessibility testing, training and technical support projects across the agency. Establishes performance goals and technical standards for a team performing highly specialized technical work involving the application of state, federal and international standards for electronic information accessibility. Supervises staff conducting training programs for IT, communications, procurement and program staff on accessibility requirements, testing and implementation methods for applications, document production and web sites. Develops procedures to improve accessibility compliance reporting, and accessibility documentation for purchases of electronic information resources. Leads professional development of team members including research into best practices for accessible web and application development, accessible document production, and related testing. Reviews and approves training materials, job aids templates, and testing and reporting tools. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Works with agency leadership on accessibility exceptions and policy changes. Leads the agency EIR steering committee and serves as a member of the TIERS governance workgroup and the portal authority workgroup.
Essential Job Functions (EJFs):
Provides highly advanced research, analysis, and evaluation on complex program and policy issues and initiatives related to EIR accessibility; develops and interprets policies and procedures; Directs the EIR accessibility program activities and acts as liaison with agency content owners and technical staff in reviewing and implementing changes to business practices and electronic systems to ensure that all electronic documents developed by the agency meet accessibility requirements.
Oversees the analysis, development, implementation and documentation of EIR program policies. Oversees compliance with EIR policies, procedures, guidelines, statutes and rules and takes corrective action as needed; establishes goals, objectives, priorities, and standards for projects; develops and maintains a process for the public and staff to report noncompliant Web sites, EIR resources or products; and oversees workgroups and meetings related to program oversight, research, analysis, and evaluation functions.

Monitors and analyzes federal and state legislation, regulations, and initiatives relating to EIR accessibility and HHS policies and programs and recommends appropriate response. Represents Director or Assistant Director at internal and external meetings as EIR accessibility coordinator; and participates on behalf of Director in system wide projects.
Knowledge, Skills and Abilities (KSAs):
Knowledge of laws, regulations and standards for accessibility of electronic information resources including ADA, Sections 504 and 508 of the Rehabilitation Act, TAC 206 and 213, TGC 2042, the HHS Accessibility Policy, and the Web Content Accessibility Guidelines from the W3C and the principles and practices of public administration and management.
Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and the use of a computer including the use of assistive technologies used by people with disabilities including screen reading, magnification and voice recognition software.
Ability to manage department activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.
Thorough knowledge of web site and application testing for accessibility including the ability to develop and troubleshoot HTML and JavaScript, and apply W3C standards for HTML, Java Script, WAI-ARIA and WCAG. Skilled in the evaluation, selection and use of accessibility testing tools.
Ability to provide training to team members, professional web and software developers, front line staff and managers on accessibility requirements, testing and application of applicable laws and standards.
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Graduation from an accredited four-year college or university. Experience may be substituted for education on a year for year basis.
Must have a minimum of 4 years' experience in accessibility (electronic informaton resources) or related field and at least 2 years experieince in a managerial or lead role.
