CTR Group is seeking a Senior Finance Lead for a Government Contractor in the Norfolk, VA area.

SALARY RANGE: $115K - $120K and Excellent Benefits.

SUMMARY:

We are seeking an experienced and proactive Senior Financial Manager (Lead) to join our esteemed team in Norfolk, VA. This role offers an exciting opportunity to lead and provide essential financial management support services to our government contract and is an on-site position.

Responsibilities:
  • Act as the primary liaison to the Government for Financial Management support services.
  • Identify potential challenges and devise strategic solutions through comprehensive analysis.
  • Coordinate complex financial application automation, seeking guidance only in extremely difficult situations, and completing objectives independently within the negotiated budget.
  • Apply cutting-edge tools and methodologies to automate financial applications effectively, ensuring compliance with established accounting principles and practices.
  • Assess products and procedures for compliance with government standards, accounting principles, and multitier system application standards.
  • Prepare milestone status reports and presentations for colleagues, subordinates, and end user representatives
Qualifications:
  • Bachelor's in Business Admin, Finance, or Accounting; Master's preferred.
  • Minimum 7 years of DOD financial management experience, including budget formulation, funds allocation, budget execution, cost accounting, and lifecycle cost estimation.
  • Minimum 5 years of experience in leading and managing financial teams consisting of more than 10 team members.
  • Candidates must have experience in delivering written and oral presentations at an executive level, with strong skills in presentation development, including the ability to create compelling and visually appealing materials.
  • Candidates must have experience with Microsoft Excel and data flow management as it relates to financial information, including proficiency in creating and analyzing financial reports, managing large datasets, ensuring data accuracy and integrity, and utilizing data visualization tools to present financial data effectively.
  • Demonstrate proficiency in Generally Accepted Financial Management principles, as well as principles, methods, and practices associated with lifecycle cost estimation.
  • Understand policies related to appropriated funds and Working Capital funds.
  • Familiarity with the Clinger Cohen Act, including the ITPR process.
  • Comprehensive understanding of the PPBE process, including purpose, phases, relationship to POM process, and role in the acquisition process.
  • Experience in supporting day-to-day budget/financial operations within DoD.
  • Proficiency in supporting budget execution, monitoring obligations incurred, and actual expenditure of funds.
  • Knowledge of and experience with FIAR compliance.
  • Experience utilizing a DoD financial management system.
The incumbent of this position will be subject to a background investigation and will be required to maintain a Government granted security clearance.
