The OSI enforces New Mexico law on insurance matters, including consumer protections, review of insurance forms and rates for accuracy and fairness, and helps New Mexicans address insurance concerns. We oversee and regulate most kinds of insurance in New Mexico and we license the individuals and agencies that sell insurance in the state.

Why does the job exist?

This position is responsible for the management and supervision of IT staff in the day-to-day operations for functional/ technology areas of responsibility for the Office of Superintendent of Insurance {OSI). This position is a working supervisor and technical lead accountable to a team that is responsible for managing the development, documentation, maintenance and systems security of OSl's internal and external systems, including design, configuration, installation, administration, optimization and integration. This position will provide maintenance and support for OSI systems, will provide advanced technical support and troubleshooting, participate in disaster recovery planning and ensure all systems adhere to industry best practices and organizational values. This position will also serve as a technical expert and demonstrate great depth of knowledge in an enterprise infrastructure.

How does it get done?

Provide day-to-day operations management and oversight of tasks, projects and staffing of the IT division of the OSI.

Provide direction of daily/weekly tasks for staff, making sure helpdesk support is maintained at a high level and agency staff receive support to be able to be productive in an effective and efficient manner, and making sure agency IT projects are being worked on within the time frame anticipated and completed on time and correctly.

Examine current IT configurations and plan for proper agency wide architecture by review of network configuration, network security information, security devices and configuration, servers, life and supported life of equipment and decide on the most cost effective and longevity solution for agency to best reach the requirements and needs of the agency.

Maintain responsibility for Backup and Disaster Recovery planning and implementation and creation of IT policies and procedures by creating and implementing a backup plan that provides the agency with a solid data recovery plan in case of server and/or hard drive failure. Take such actions as are necessary to ensure that the agency can recover from a total loss of network and server hardware used in a production environment within a valid time frame.

Review network security architecture, review firewall configurations, ensure agency anti-virus protection for all nodes on the network, review daily logs of network traffic, configure and monitor network monitoring real-time systems for real-time notifications of abnormalities or malware traffic. Ensure the agency is protected from DOS, DDoS or any other internal/external networking attacks.

Perform review of current agency applications and provide solutions for proper implementation. Properly discover and review all agency applications in use. Review the age of the applications, understand if they meet the requirements of the agency, decide if they are designed for long-term life or if they need to be updated or replaced.

Assist in assessing how the agency can develop new applications and tools to project a more public-facing mission, focusing on client service, transparency, ease of access to OSI information and consumer needs. Foster adoption and use of social media. Design, develop or acquire automated tools to assist staff to more easily perform daily tasks and projects.

Develop strategic plan for the IT Department in coordination with the agency's mission and goals. Provide oversight of all IT related expenditures for the agency. Coordinate plan development with senior leadership and the Department of Information Technology, as required.

Develop the annual agency IT Plan by reviewing the agency's previous years goals and accomplishments and strategically plan IT needs for the upcoming years to reach the agency's goals and make sure the agency is ready to meet its responsibilities to serve consumers and its many insurer clients. Coordinate Plan development with senior leadership and the Department of Information Technology, as required.

Provide management and oversight of all IT contracts for the agency. Consider the current IT resources of the agency and decide if there is a need for outside contractors to accomplish projects or tasks of the agency. Participate in the creation of the contract deliverables based upon the requirements and keep the tasks of the contract to be accomplished within the scope of the deliverable.

-Review all IT purchase requests and make sure they are real needs of the agency before approving the purchases.

The primary customers for this position are OSl's employees, OSI management and oversight agencies. This position is essential to the success of the agency's mission in ensuring that essential services are provided to the citizens of New Mexico without disruption.

Ideal Candidate

The ideal candidate will provide leadership, vision, and strategic planning in the management of personnel, budgets, and programs for all areas of information systems and technology in support of the organization's mission and business services. Will oversee all areas of information systems and technology, including innovation, policy, planning, design, integration, delivery, evaluation, security, compliance, incident response, and continuity. Conduct day-to-day oversight of IT technical function(s) and provide technical guidance to the organization and bring highly specialized knowledge and expertise to high level administrative managers. The selected candidate will have a thorough grasp of emerging technologies, technical issues, system components, interfaces, protocols and architectures.

Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and six (6) years of experience in at least two (2) of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. At least two (2) years leading an IT team.

Employment Requirements

Must possess a valid New Mexico Driver's license, a current defensive driving course certification from the State of New Mexico or must pass Defensive Driving Course Certificate within six months of the date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some travel may be required. Occasionally work extra hours, on weekends and holidays.
