Major Responsibilities:

  • Performs at a senior level all aspects of instructor led and web based training needs assessment, design, development, delivery and evaluation of end user training components of the city's business and office automation applications and corporate-wide technology projects; travels as required.
  • Develops and implements standards for instructor led and web based course development.
  • Develops and delivers staff training programs for applications that interact with and/or provide services to the public.
  • Designs, develops, modifies and maintains customized instructor led training course manuals and associated documentation for users of the City's business and office automation applications, and corporate-wide technology projects.
  • Uses authoring and web development tools to design and develop self study web based training courses as required and makes recommendations to improve web based training courses as per user feedback (e.g., Articulate 360, Vyond, Adobe Creative Suite, etc.).
  • Provides training expertise, advice and support to business units on using applications to meet complex business requirements and functions.
  • Identifies the training requirements of City divisional or business unit staff through needs and skills assessment interviews and/or questionnaires in order to customize training to meet business needs.
  • Collaborates with subject matter experts (SMEs) to perform needs assessments, training planning, design, development and delivery as required.
  • Assesses impact of new technology on end users and recommends and/or implements appropriate training solutions that include training format, timelines, pre-requisites and any associated training documentation or reference material.
  • Develops and maintains customized electronic guides, training materials and job aids.
  • Works together with divisional client groups to assess needs, plan curricula, monitor, evaluate and implement changes/customizations to training programs.
  • Provides guidance to staff, contract employees, consultants or project team members in designing or modifying training curriculum and documentation; monitors progress and results.
  • Provides guidance and advice to project teams on communicating technology solutions to end users, including samples of appropriate language and step-by-step instructional format as required.
  • Participates in project teams or working groups, and provides training expertise to large scale projects to address training, planning, implementation, development, delivery and other training services.
  • Provides web content and/or content for training communication to City staff for management review and approval.
  • Prepares, presents and coordinates presentations and related workshops and events.
  • Writes training reports, provides statistics, prepares correspondence and conducts oral and/or visual presentations.
  • Provides training administration services including registration and self-study support as required.
  • Maintains an up-to-date knowledge of both current and emerging technology systems in the training and information management fields.
  • Maintains an up-to-date knowledge of Technology Services divisional business processes, policies, standards, procedures and guidelines (e.g., AODA).


Key Qualifications:

Your application for the role of Enterprise Technology Training Designer Developer should describe your qualifications as they relate to:

  • Post-secondary education in Computer Science, Information Technology, Education, Adult Education, Training Needs Assessment, Development and Delivery, eLearning or an equivalent combination of education and/or experience.
  • Considerable experience in designing, developing, customizing, delivering, and evaluating technology training programs at a corporate level in facilitated in-person, virtual instructor lead and eLearning settings.
  • Experience with instructional design principles and methodologies for planning, developing, and designing eLearning content using Articulate Storyline, Vyond, Adobe Captivate, Camtasia, and VideoScribe.
  • Experience creating AODA compliant documentation and eLearning material.
  • Considerable experience participating on project teams.
  • Experience with adult education theory and application.


  • You must also have:

    • Experience with Adobe Photoshop and other Adobe suite products would be an asset.
    • Excellent organizational, oral and written communication, presentation and technical writing skills.
    • Highly developed interpersonal skills and the ability to work independently and cooperatively in a team environment.
    • Analytical skills to research problems and the ability to assess end-user needs and translate them into effective training tools and resources.
    • Well-developed customer service and problem-solving skills.
    • Ability to travel to various work sites, as required.
