Job Responsibilities

At Kershaw Maintenance, assists the Resident Maintenance Engineer (RME) in supervising all contracts and permit related activities for Kershaw Maintenance. Establishes and maintains friendly and effective working relationships with employees, the general public, and other government agencies. Supervises contracts and permit personnel at Kershaw Maintenance with the reviews, inspections, and recommendations for the approval of encroachment permits and contracts. Attends site inspections for approved encroachment permits as necessary to ensure compliance with permit design, special provisions, safety and workmanship. Responsible for assisting with the smooth operation of the contracts and permitting processes. Assists with the Engineering duties in the absence and at the direction of the RME. Responsible for learning the objectives of the unit by proactively seeking knowledge about the processes. Seeks to establish effective working relationships and is perceived as the second in command for the unit. Seeks opportunities for attending site inspections to ensure compliance and conformity to plan. Assist the Resident Maintenance Engineer (RME) in supervising all maintenance related activities which include ditch and shoulder operations, installation and maintenance of driveways, drainage pipe and ditches; mowing and clearing right-of-way; pavement repairs; running field operations and providing reports during inclement weather events; and proper signing to ensure that employees are provided a safe place to work and the motoring public is aware of any maintenance activities taking place in the area. Perform routine inspections of roads, log deficiencies and take appropriate action to correct problem. Ensures all operations conform to current OSHA (Occupational Safety and Health Administration) and DES (Department of Environmental Services) Standards, and the Employee Safety Manual. Responsible for ensuring that all daily operations are running smoothly and is the main point of contact for the foreman to gather data on what is working well and what needs the attention of management. Ensures that foreman and crews have the tools and resources they need and ensures that the crews run smoothly. Proactively seeks knowledge of daily work zones and attends tailgate meetings as needed. Performs special assignments as requested by RME or District office staff. Investigates citizen complaints, prioritizes work, and corrects problems as needed. Meets with the public, local officials, and legislative delegation to satisfy complaints, etc. Make recommendations to RME on extensive corrective actions that may be necessary. Responsible for the daily and monthly operations and performs duties that are flexible and agile to the business needs. Works with District Staff in establishing road candidates, compiling datasheets, special provisions, and coordinates other related projects needed to accomplish the work. Uses CBES and P2S as needed to prepare outlines for needed contract information. Provides assistance to the RME to effectively plan and execute maintenance operations during inclement weather conditions.
Minimum and Additional Requirements
A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and three (3) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.

May be required to work overtime, nighttime, and/or weekends during hazardous weather or emergencies.
