DISTINGUISHING FEATURES OF THE CLASS:
The work involves designing management structure and developing process improvements to assure quality, productivity and accountability throughout the outpatient clinics and working with program staff to develop new services related the Ambulatory department. This is a senior level position at the Erie County Medical Center Corporation responsible for planning, process development, formulation of policy, negotiations and contract development, performance improvement, cost reduction and marketing. Work is performed under the general direction of the Senior Vice President of Operations - Outpatient. Supervision is exercised over lower ranking employees. Does related work as required.
TYPICAL WORK ACTIVITIES:
Oversees the planning, process development, formulation of policy, negotiations and contract development, performance improvement, cost reduction and marketing at ECMCC;
Directs the business and strategic plan development and implementation for the Ambulatory Department ensuring alignment with the broader organization goals;
Directs the department operations, including but not limited to, management of employees, establishment of performance goals, allocation of resources, preparation of reports and the development and management of department budget, in accordance with policy, strategic and operational goals;
Monitors local, state and national level quality and performance benchmarks on a continual basis; utilizes such information to develop and implement programs in the Ambulatory Department and support ECMCC wide programming;
Collaborates with other relevant hospital leadership to direct the organizations ambulatory community strategy and services;
Manages staff, including physicians, nurses, administrative personnel, and other healthcare professionals within ambulatory services.;
Oversees the Ambulatory department's regulatory compliance to ensure quality and safety of patient care;
Collaborates with other departments across the continuum of care to ensure efficient throughput of patients from the acute medical and behavioral health settings to the ambulatory setting; Represents the Ambulatory department on all organization-wide initiatives and committees;
Evaluates, develops and implements initiatives to incorporate technology into ambulatory services, such as electronic health records (EHR), telemedicine, and patient portals;
Collaborates with community organizations, physicians, and other stakeholders to grow the patient base and enhance the healthcare system's presence;
Develops and implements measures to enhance reimbursement and decrease expenses;
Oversees, identifies the management of risks within ambulatory services, including clinical risks, financial risks, and operational risks, and evaluates appropriate mitigation strategies.
Collaborates with physicians and healthcare providers to optimize treatment protocols and patient outcomes across both outpatient and inpatient settings;
Develops and determines priorities and monitors status of special projects on an on-going basis;
Participates in contract negotiations for physicians and support staff, vendors and contracted staff.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITITES AND PERSONAL CHARACTERISTICS: Comprehensive knowledge of hospital administration, principles, practices and techniques related to ambulatory; thorough knowledge of management principles and practices; thorough knowledge of principles, practices and techniques related to patient care ; thorough knowledge of Joint Commission standards of care and local, state and federal laws and regulations as they relate to ambulatory care; thorough knowledge of hospital budget and financial systems; ability to plan and evaluate programs; ability to develop marketing and promotional programs; ability to research and comprehend industry relevant information and trends; ability to supervise the work of others; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to manage multiple priorities and projects; ability to prepare evaluation reports; ability to use a variety of electronic software applications;
sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
Possession of a Master's Degree* in Business Administration, Healthcare Administration, Public Health, Nursing, Sociology, Human Services or closely related field and six (6) years of administrative experience in healthcare of which two (2) years included Ambulatory Services experience; or: Possession of a Bachelor's Degree in Business Administration, Healthcare Administration, Public Health, Nursing, Sociology, Human Services or closely related field and eight (8) years of administrative experience in healthcare of which two (2) years included Ambulatory Services experience or: An equivalent combination of training and experience as defined by the limits of (A) and (B).
