The Department of Information Technology (IT) plays a key role in driving customer-focused innovation initiatives. Most processes in the organization are dependent on technology to function. As a result, there is a continual need for technology solutions that meet business function and organizational needs, while balancing security and support requirements. Collectively, the 95 IT staff members work together to provide essential services and technical support to all City staff and business functions. We partner with our customers to identify and implement innovative systems which improve processes, expand data analysis capabilities, and simplify citizen support.
The department is comprised of three technical bureaus which are Business Enablement, Customer Success and Productivity, and Technology Infrastructure and Cybersecurity. The three Technology Managers work together with the Chief Information Officer, the Assistant Director, the Chief Information Security Officer, and the Administrative Manager to set technology policy direction for the enterprise while maintaining a supportive, respectful, and inclusive culture in the department.
We are seeking a highly motivated and accomplished Technology Manager to join our high performing, agile IT leadership team. The person in this position provides leadership and oversight to highly skilled and knowledgeable supervisory, professional, and technical staff who manage and support different functional areas of the department. They also provide guidance for planning and implementing critical technology projects, and direction for supporting and maintaining systems and equipment.

They will possess strong leadership and management talents, outstanding relationship-building abilities, exceptional communication skills, and excellent analytical and technical proficiency. The ideal candidate will be someone who can motivate and empower staff to perform at their highest levels in order to provide the highest level of customer service and the best technology solutions for the City. They must have experience managing technology projects and allocating resources to meet project and organizational requirements. They need to foster relationships and work closely with staff, peers, leadership, customers, consultants, and vendors to achieve department and organizational goals within scope, on time, and within budget. They need to clearly explain technology processes and policies to staff, non-technical customers, and management in person or via report or presentation.

Work Schedule: Monday-Friday 8:00AM-5:00PM (40 hours per week) As a member of departmental management, the person in this position is required to report to work at Norfolk city offices on a regular basis, and within an hour of being notified of an event or emergency.
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

Education/Experience
