POSITION TITLE: City Attorney DEPARTMENT: Legal

POSITIONS SUPERVISED: Legal and Municipal Court personnel

LEADERSHIP: Supervise/manage/direct the selection, training, development, appraisal, and work assignments of personnel.

POSITION PURPOSE: To diligently represent the legal interests of the City of Enid in all matters, including municipal, state and federal court, in union negotiations, and in adoption and implementation of policies and procedures.

ESSENTIAL FUNCTIONS AND BASIC DUTIES
Provide relevant, timely, and accurate legal advice to the Mayor and Board of Commissioners & City Manager that protects the best interest of the municipality.
Prepare legal opinions, court papers, administrative regulations, contracts, ordinances, resolutions, deeds, leases, and other legal documents.
Advise department managers, City officials and representatives, Mayor and Board of Commissioners, boards, and commissions on legal issues.
Interpret laws, rulings and regulations for the municipality. Stays abreast of developments in the legal field to ensure City polices, procedures and practices are consistent with local, state and federal laws.
Oversee daily operation of the legal division to include selecting, training, and evaluating employees. Ensure appropriate cross-training of staff.
Answer communications from the public relative to legal matters affecting the City.
Represent the City's interests in municipal, state and federal court.
Support management in union negotiations.
Investigates complaints and claims by or against the City.
Serve as a legal consultant for work place issues, providing interpretation of the law for best employment practices.
Maintain confidentiality of communications and records, including but not limited to private health information.
Provide assistance to other departments as needed.
Perform other duties as required.

Effective working relations exist with City personnel.
New employees are well trained and assisted. Management is appropriately informed.
Employee understands and adheres to applicable safety policies.
The City's professional reputation is maintained in all matters including the wear of appropriate attire at formal public meetings

QUALIFICATIONS

EDUCATION/EXPERIENCE: Juris Doctorate Degree (J.D.) and more than 5 years related experience and/or training.

CERTIFICATES/LICENSES: Oklahoma License to Practice Law.

REQUIRED KNOWLEDGE:
Law and Government - Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.

Administration and Management - Knowledge of business and management principles involved in strategic planning, leadership technique, and coordination of people and resources.

English Language - Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

Specialized - Municipal law, criminal law, employment law, insurance defense, and workers compensation law.

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

FINGER DEXTERITY: Manual dexterity sufficient to work with the fingers.

VISUAL ABILITIES: None.

PHYSICAL STRENGTH: Exerts up to 10 lbs. of force occasionally. (Almost all office jobs.) Sedentary physical activity performing non-strenuous daily activities of an administrative nature.

LANGUAGE/COMPREHENSION: Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.

REASONING ABILITY: Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graph, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.

MATHEMATICS ABILITY: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rates, ratio, and percent and to draw and interpret bar graphs.

WORK SCHEDULE/HOURS: Regular - 8 hour shift, typically 8:00 a.m. to 5:00 p.m., Monday through Friday.

Nights and weekends as required.

Other- Salaried position requiring occasional attendance at meetings after hours and the ability to respond personally or by phone to address problems that may develop after normal work hours.

WORK CONDITIONS: Well-lighted, heated and/or air-conditioned indoor office setting with adequate ventilation.

Noise level: Moderate noise (examples: business office with computers and printers, light traffic).

INTERMEDIATE ADVANCED
9-11 years municipal legal experience.
12+ years municipal legal experience.
Participation in local, state, or national law related committee or board.
Leadership position in local, state, or national law related committee or board.
Acknowledged expert in one or more areas of legal specialty.
Acknowledged expert in two or more areas of specialty.
Valid CPR certification.
Conversational Spanish.
