Job Responsibilities
The SCDMV is seeking a Driver and Identification Card Standards Officer to join our team in Driver Services. Do you possess strong leadership and organizational skills? This position is located in the Drivers Services Office, at SCDMV Headquarters in Blythewood, SC.
Responsibilities of the Driver Licensing and ID Standards Officer
  • Serves as the State Driver Licensing Authority's (SDLA) Subject Matter Expert (SME) on commercial and non-commercial licensing of drivers to ensure the state is compliant with State and Federal laws and regulations and incorporates industry best practices into SCDMV processes. Leads the agency participation in the Federal Motor Carrier Safety Administration's (FMCSA) Annual Program Review (APR) for commercial licensing. Remains aware of other states' processes and programs to guide continuous improvements to South Carolina's program.
  • Establishes and maintains governance of the agency's driver's licensing program to ensure accuracy and currency of policies, procedures, processes, forms and manuals. Ensures state driver licensing requirements are compliant with State and Federal laws and regulations and incorporate industry best practices.
  • Responsible for the driver licensing testing program to include serving as agency POC for knowledge examinations in Auto Test; overseeing the Examiner Training Unit (ETU) to ensure accurate training and certification of all South Carolina Driver License Examiners (SCDMV and Third Party Testers); serving as agency POC for examiner body camera management and functioning as the CSTIMS Administrator. Manages the logistics and administration needs of CDL testing equipment.
  • Collaborates across agency coordinate all business unit functions impacting design and issuance of driver's licenses (includes collaboration with Driver Improvement Office, CDL Helpdesk, Branch Services, IT and Identity Management). Monitors the Federal Register daily for impacts to FMCSA programs, the REAL ID program, and other federal programs which reside in conjunction with licensing. Analyzes those deliverables and impacts to the state's program.
  • Perform other duties as required.

Minimum and Additional Requirements

Minimum Requirements

  • A bachelor's degree and relevant program management experience. An equivalent combination of education and relevant experience may be accepted with prior approval.

Agency Requirements

  • Must complete a nationwide criminal background check to include finger printing.

Additional Requirements

  • Knowledge of agency mission, programs, and objectives, particularly around the requirements of non-commercial and commercial licensing, testing, and requirements.
  • Knowledge of management principles and agency structure.
  • Ability to interpret and apply rules, state and federal regulations, and state and federal statute.
  • Seeks innovative ways to deliver the requirements of the driver's licensing program of the state and guides users through requirements and testing of workflow changes.
  • Strong knowledge of state and federal guidelines and AAMVA rules and regulations governing the issuance of driver licenses and ID cards.
  • Under limited supervision receives general guidance from Director; may have project or team leadership responsibilities.
  • Reports status to the Director of Driver Services.
  • Supervises the Examiner Training Unit and may lead special projects related to changes in DL/ID standards to include testing requirements and other identity requirements.
  • Works primarily in a climate controlled office setting.
  • Experience in following areas preferred: Phoenix application, MS office products; knowledge of driver licenses criteria, defining business processes, system testing activities; systems, business process and training documentation.
  • Considered an essential employee and may be required to work during otherwise scheduled office closures.
