Your Role

Blue Shield of California is looking for a full-stack application developer to join our Software Engineering and Solution Delivery organization. Candidate will report to the Digital Technologies Center of Excellence and support the Health Solutions IT Portfolio Pharmacy Reimagined virtual PBA model as described below.

To accelerate transformational change, BSC desires to enable a "virtual PBA model" which involves the best-in-class Service Providers in five key functional areas: A. Claims processing and benefit administration, B. Retail network contracting and management, C. Home delivery pharmacy services, D. Specialty pharmacy services and E. Pharmaceutical contracting and administration. These Service Providers will integrate with BSC's information systems to provide seamless and coordinated pharmacy benefits to close to 2.4 million pharmacy members in Commercial and Medicare lines of business.

The candidate will be the subject matter expert for the Pharmacy business service. This individual will build/develop integrations for various platforms for Pharmacy and serve as the expert developer responsible for assuring real-time solutions built within the portfolio are highly secure and robust. This includes effective communication & influence of IT, business, and vendor partners to provide solutions that optimize cost, quality, security, and fit for purpose.

Your Work

In this role, you will:
  • Design and develop user interfaces, and application programs using technical specifications and design documents
  • Recommend improvements to the SDLC and other departmental processes
  • Improve the reliability and utilization of systems and applications
  • Monitor software configuration changes to anticipate and address the impact of data reliability and customer satisfaction issues
  • Coordinate sustaining support for 1-2 application platforms or business processes
  • Be a technical resource responsible for establishing trusted relationships with business partners, internal IT organizations, other IT portfolio leaders, and Vendor partners
  • Effectively communicate approach, value, risk, alternatives, and status of goal progress with executive & senior management, business sponsors, and product managers
  • Be experienced with relevant software development tools, industry protocols, troubleshooting & support procedures, monitoring & quality controls, and communication/documentation software
  • Be self-directed, work with limited management direction and exercise considerable latitude in determining the technical objectives of the assignment
  • Apply significant knowledge of IT and healthcare industry trends


Qualifications

Your Knowledge and Experience
  • Requires a bachelor's degree or equivalent experience
  • Requires at least 7 years of prior relevant experience, preferably hands-on design, coding, integration, and deployment experience in Cloud-based applications
  • 3+ years of hands-on experience coding on Microsoft Azure using PowerShell, Azure CLI and C#
  • 3+ years of hands-on experience setting up Infrastructure components on Azure using Ansible or other automation tools
  • Experience designing and building APIs using C# or Java
  • Experience working in Scrum teams and following Agile development and release processes
  • Experience coding with SQL/PL-SQL and exposure to Snowflake on Azure
  • Experience building relationships with stakeholders in both Business and IT
  • Ability to present complex topics to both IT and Business stakeholders
  • Ability to translate business needs into technical design and create technical deliverables
  • Experience building and supporting enterprise applications from development to maintenance
  • Exposure to Healthcare standards in the clinical data domain and FHIR interoperability basics
  • Unix skills using command-line prompts, including navigating directory structures and file manipulation
  • Understanding of operating system concepts such as user and group ownership and file permissions, file system/volume group configuration, etc.
  • Knowledge of a command shell (Korn, POSIX, Bourn, or C), plus languages and utilities such as awk, sed, and Perl preferred
  • Exposure to virtualization platforms such as Citrix preferred
  • Working knowledge of Microsoft Internet Information Services (IIS) administration preferred
  • Working knowledge of network protocols and functionality including TCP/IP, Active Directory, Domain Name Services, FTP/SCP, and HTTP preferred
