This recruitment will produce two eligible lists. The restricted list will be for full-time, permanent part-time, or part-time City and Port of Oakland employees who maintain employment for the duration of the recruitment and pass all stages of the recruitment process. The open list will be for all other applicants who pass all stages of the recruitment process.
Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
Education:
A Bachelor's degree from an accredited college or university in business administration, finance, accounting, or a related field.
Experience:
Four (4) years of progressively responsible professional revenue, audit or collection experience in a financial institution or a municipal government, including one (1) year at a lead or supervisory level.

The Recruitment Process:

What you will typically be responsible for:
- Supervising staff who locate unregistered businesses operating in the City and delinquent tax payers through established and new methods to collect taxes and fees owed to the City.
- Working with delinquent taxpayers to bring them into compliance. This includes calculating taxes, penalties, assessments, and interest to ensure all monies due to the city are invoiced and collected.
- Supervising and ensuring the timely processing of payments.
- Selecting, training, supervising, and evaluating subordinate staff.
- Interpreting, monitoring, and ensuring compliance with existing City ordinances and codes pertaining to business taxes, collections, and lien processes.
- Working with subordinate staff to issue notices of violations, notices of tax determinations, and notices of assessment for non-compliant businesses.
