Job Description:
SAIC is seeking a highly motivated and experienced Program Analyst to support our PMA-251 (Aircraft Launch and Recovery Equipment) contract at NAVAIR (Naval Air Systems Command). The successful candidate will oversee and manage the operational aspects of ongoing projects and serve as a liaison between project management and planning, the project team, and line management.
Key Responsibilities:
- Project Oversight: Oversee and manage the operational aspects of ongoing PMA-251 projects, ensuring that contract requirements and subcontractor responsibilities are being accomplished.
- Liaison Duties: Act as a liaison between project management, planning, project teams, and line management to facilitate effective communication and coordination for ALRE programs.
- Status Monitoring: Review the status of projects and budgets, manage schedules, and prepare detailed status reports.
- Issue Resolution: Assess project issues related to ALRE programs and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
- Progress Monitoring: Develop mechanisms for monitoring project progress and for intervention and problem-solving with project managers, line managers, and clients.
- Project Planning: Participate in the definition and implementation of project planning techniques to provide visibility on the contract for ALRE programs.
- Budget and Schedule Development: Develop budgets and schedules to meet contractual and project requirements for assigned portions of ALRE programs.
- Performance Monitoring: Monitor and report performance against plans to ensure that contractual, cost, and schedule objectives are met.
- Discretion and Confidentiality: Manage sensitive personnel and financial data with absolute discretion and complete confidentiality.
- Industry Knowledge: Complete understanding and wide application of principles, concepts, practices, and standards in the Aircraft Launch and Recovery Equipment (ALRE) domain.
- Project Management Expertise: Full knowledge of project management methodologies and best practices, specifically related to ALRE programs.
- Problem Solving: Develop solutions to a variety of problems that are moderate in scope and complexity. Reference policies, procedures, and practices as needed.
- Autonomy: Work under general direction, independently determine and develop approaches to solutions, plan schedules, and arrange activities to accomplish objectives. Work is reviewed upon completion for adequacy in meeting objectives.
- Impact: Exert influence on the overall objectives and long-range goals of the organization. Ensure that decisions and actions positively impact the administration of the organization.
- Leadership and Management: Represent the organization as a prime contact on contracts or projects. Interact with senior internal and external personnel on significant matters often requiring coordination between organizations.
Qualifications:
- Education and Experience: BS and 6 years of experience or AS and 8+ years of experience or HS and 12+ years of experience, including program analyst experience and project management experience, managing sensitive personnel and financial data with absolute discretion and complete confidentiality, specifically within the context of ALRE programs.
- Certifications: PMP or similar project management certification is preferred.
- Technical Skills:
- Proficiency in project management software (e.g., MS Project, Primavera) and financial management tools.
- Experience with subcontractor purchase orders and funding management.
- Experience with Costpoint, Deltek, Microsoft Office (Excel, Word, PowerPoint), and Power BI.
- Communication Skills: Excellent written and verbal communication skills with the ability to interact effectively with senior personnel.
- Security Clearance: Must be able to obtain and maintain at least an interim Secret clearance.
- Location: This position is based at the SAIC site in California, MD, with potential travel to various NAVAIR sites as required.
- Work Environment: This role involves working in a collaborative team environment, requiring frequent interaction with project teams, clients, and subcontractors.
