DOT is currently seeking a highly motivated individual for an Analyst I/II position to join the Transportation and Parking Operations team in the Parking Services Division. The Division provides a comprehensive range of services aimed at meeting the needs of businesses, downtown employees, visitors, convention, cultural and sport facilities, special events, schools and residents. The Division is supported by 80 employees, both professional staff that lead programs, implement projects, and perform analytical administrative work; and field staff that provides parking compliance and meter collections/repair services.

The position will conduct data and program analysis of parking resources, revenues, and productivity with the intent to identify opportunities for revenue enhancement, process improvement, prioritization of service deliveries, and introduction of new technologies. The position will also be responsible for piloting new revenue collection programs initiated within the Division and managing newly State mandated citation payment plan options. Reporting to the On-Street Parking and Ground Transportation Administrator, the position will provide a high level of necessary support to both the On-Street and Off-Street Sections.

Position Duties

The Department of Transportation is currently seeking to fill 1 vacancy for the Analyst I/II position Transportation & Parking Operations division - Parking Services team If you are interested in employment in these classifications, you should apply to ensure you are considered for additional opportunities that may utilize the applicants from this recruitment.
The typical duties include, but are not limited to, the following:
  • Responsible for parking data collection, mining, management and accuracy, specifically related to:


  • Citation issuance, collection and revenue


  • Vehicle Abatement service requests, program efficiencies, customer service, contract management and AVASA reimbursement


  • Parking Meter and Garage occupancy, revenues, rates and validation programs.


  • Automated License Plate Reader (ALPR) routes and enforcement


  • Residential Permit Parking (RPP) program


  • Review and document parking program processes and utilize data to identify potential areas for productivity and efficiency gains.


  • Review and analyze impacts to citation revenue and collections related to other parking service deliveries such as Vehicle Abatement, School Safety, Special Event Support, etc.


  • Review and analyze impacts to citation revenue and collection related to AB 503 and manage the Indigent Persons Payment Plan commencing, per State Law, on July 1, 2018.


  • Develop the framework to be used for identifying, tracking, and enforcing citation scofflaws with the goal of establishing a pilot program to collect scofflaw revenue and manage pilot scofflaw program.


  • Provide analytical support for the Contract Vehicle Abatement Program.


  • Develop a system to generate automated daily Parking Compliance Unit deployments based upon established Department/City priorities and data allowing efficient multi-tasking of Parking Service Deliveries.


  • Processing and providing citation and tow adjudication services, including serving as the City's representative during the Civil Appeal process.


  • Assist with the drafting of parking revenue budget estimates.

  • Assist in the auditing of On-Street and Off-Street Parking Programs.


  • Work on special projects.

Minimum Qualifications
Analyst I
  • Education: A Bachelor's Degree from an accredited college or university.

Analyst II
  • Education: A Bachelor's Degree from an accredited college or university AND


  • Experience: two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.


Required Licensing

  • Successfully pass a formal San Jose Police Department Background Investigation.

Acceptable Substitution: Additional years of experience in a position comparable to the Staff Specialist with the City of San Jos in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.
