Duties and Responsibilities
CARGO-International FMS Assistant Business Lead
Develops, maintains, and coordinates responsive financial management programs to ensure availability of resources to
meet established milestones and events for development and fielding of systems and capabilities. Translates program
plans and estimates into budgets structure to support acquisition strategies. Organizes tasks by developing and
disseminating requirements, methods, strategies, and reporting cycles and responds to data calls. Drafts and submits
requests for the preparation of various funding documents to support contract actions and obtain reimbursable support.
Participates in Integrated Product Teams (IPTs), including developing, reviewing, and providing recommendations for
acquisition programs. Supports budget administration by preparing yearly obligation spend plans, fund request
documents, business policy implementation, financial management, and process improvement inputs. Researches
program costs to support financial audits. Prepares financial briefing slides to inform Program Office leadership, PEO
Aviation leadership, and external organizations. Prepares Bureau of Fiscal Service FS Form 7600A and FS Form
7600B for interagency support between Cargo International INRAP and other entities. Provides statement of funds
information to the APDs for their planning and tracking purposes. Reviews travel requests and assigns DTS LOA
information. Reviews loadsets for new cases or requirements to ensure compliance with guidelines. Assists with FMS
Case closure activities. Reconciles FMS Case funds in collaboration with other stakeholders to resolve funding issues.
Tracks available technical assist funding for use within the organization. Works with supporting entities to ensure they
have appropriate funding to complete requirements for FMS Cases. Participates in year-end clean-ups. Tracks expiring
funding to ensure their use or return. Tracks FMS Case line expirations. Works with APDs to provide expected income
from cases, responds to taskers, and supports the Business Lead.
Minimum Experience
Bachelor's Degree with 12 years or Master's Degree with 10.
