Manager, Telecommunications Field Services

Hiring Salary Range for Level II: $132,100 - $198,200

Compensation is determined by a combination of factors, including but not limited to education, work experience, and certifications. The actual offer may vary, reflecting the candidate's unique blend of experience, educational background, and skill level.

The Manager, Telecommunications Field Services will oversee staff responsible for installing and maintaining microwave, mobile radio, telephone systems, cellular systems, load management transmitters, SCADA systems as well as related data transport and licensing. Ensures the highly integrated private telecommunications infrastructure is maintained to serve mission critical voice and data applications for Dairyland, member cooperatives, and other entities.

ESSENTIAL JOB FUNCTIONS:

1. Documentation and Budgets:
  • Administer telecommunications project drawings as well as all other necessary project documents for the Telecommunications Field Services and engineering group.
  • Create and administer telecommunications information database.
  • Maintain Telecommunications infrastructure and configuration data as required.
  • Work in a team environment to assist the engineering team to design and develop telecommunications systems for Dairyland, its member cooperatives, municipals, and other systems.
  • Coordinate and ensure regulatory compliance requirements are met and documented
  • Coordinate with the Telecom Director in preparing cost center budgets and forecasts
  • Coordinate project management including closing documents and ensure current projects stay within budgeted limits


2. Analysis:
  • Perform or coordinate radio frequency (RF) propagation, path profile, and interference analysis for Dairyland and member cooperative systems for RF system design.
  • Perform cooperative mobile radio contract evaluation and develop proposals.
  • Analyze budget requirements for Voice, IP, PSTN, SCADA and other related services.


3. Management:
  • Directly supervise staff responsible for Dairyland's Telecommunications field initiatives, including coordinating their ongoing training to become fully qualified Telecommunications Technicians.
  • Select, coach, and evaluate staff.
  • Manage and coach technician work order completion, technician performance, and other key metrics to inform decision-making and strategic planning.
  • This position requires a mix of office and field work. The candidate must be comfortable working in various environments, including outdoor sites.


4. Compliance and Safety:
  • Ensure all field operations comply with regulatory requirements and safety standards.
  • Promote a culture of safety and continuous improvement.


5. Representation:
  • Represent Dairyland on Utilities Telecomm Council (UTC) and other technical committees as directed by leadership.
  • Serve as representative on Dairyland and other cooperative committees concerning the development of telecommunications systems as directed by leadership.
  • Responsible for vendor bid evaluations, and for overseeing implementation of vendor work as required.
  • Assist Telecommunications Field Technicians in solving maintenance issues and new equipment implementation.


6. Administration:
  • Cellular phone vendor coordination, fixed and mobile services, voice and data services.
  • Dairyland VOIP system, voice mail, and paging.
  • Dairyland business line, long distance service, and ISDN.
  • Dairyland microwave and fiber networks
  • Dairyland mobile radio console and radio network controller.
  • Work with Director, Telecommunications, for Telco leased circuit administration.
  • Work with Director, Telecommunications, for cooperative mobile radio maintenance contract administration.
  • FCC license administration for Dairyland and its member cooperatives.


7. Perform all other duties as assigned.

MINIMUM QUALIFICATIONS:

Education & Experience: Bachelor's degree in electrical engineering or industrial technology with specialization in communications, and a minimum of seven (7) years' experience in telecommunications system design in electric utility or similar industry. Equivalent combination of education and experience will be considered. Previous leadership experienced preferred.

Licenses and Certifications: Valid Driver's License. Federal Communications Commission (FCC) license preferred.

Skills:
  • Knowledge or ability to learn FCC and FAA rules and regulations.
  • Strong verbal, written and interpersonal communication skills, with the ability to interface effectively with individuals at various levels, both internal and external
  • Proven experience successfully leading and developing teams
  • Strong organizational development, critical thinking, and problem-solving skills
  • Ability to manage multiple priorities with deadlines in a fast-paced dynamic environment
  • Computer aided drafting experience.
