Description
Strategically, the Executive Director of Human Resources serves a key role as a liaison and adviser to the president and the College's senior leadership team regarding all human resource matters, with an aim to support goals related to the College's mission and strategic plan. The Executive Director of Human Resources partners with leadership, faculty, and staff to further develop a culture of productive partnership and student centered achievement bye stablishing and administering human resource policies, practices, and procedures for the College. The Executive Director promotes respect and protects the privacy of all employees and employee data. This key position oversees human resources and payroll staff, including review of their work, procedures, and training and maintains a visible presence on campus as an adviser to departments on operations, performance, and guidance related to employee success.
Operationally, the Executive Director of Human Resources develops recommendations for recruitment, development, and retention of the workforce. The Executive Director develops informed compensation plans through analysis of the market, data gathering, and comparison of similar positions and employers in the region. Key areas of oversite include compensation/payroll, employee health care plans, recruitment, performance management, and delivery of compliance training for all employees. The Executive Director plays a key role in furthering the college's strengths in compliance areas, focusing on fairness and opportunity for all those who work at the College. The Executive Director represents the College with human resources-related higher education organizations and consortiums and explores innovative programs, all while maintaining a continuing-education approach to remain current on key human resources issues.

Examples of Duties
MANAGEMENT
1.Provides leadership and directs the administration and operation of payroll and timekeeping functions, ensuring the execution of on-time and accurate payroll processing in compliance with state/federal requirements.
2.Plans, organizes, and directs the College's comprehensive human resources operations; identifies, communicates, and makes recommendations regarding trends in human resources.
3.Develops, reviews, and recommends personnel policies and procedures.
4.Administers the College's worker's compensation program and coordinates safety related training activities.
5.Administers the health insurance benefits programs for employees, including compliance with the Affordable Care Act.
6.Maintains liaison with legal counsel regarding employment issues; prepares or proposes College responses regarding discipline or grievance issues.
7.Assists managers in employee discipline proceedings.
8.Coordinates the preparation of employee, oversees employee evaluation processes.
9.Establishes hiring processes and preparation of forms in conformance with laws, rules and regulations.
10.Oversees the maintenance of personnel files including setting up and integrating data for IPEDS and payroll documentation; oversees maintenance of leave accounting records.
11.Oversees the comprehensive employee recruitment activities for the College; creation and updating of position descriptions; preparation of position announcements and advertisements; distribution of recruitment materials.
12.Coordinates, implements, and administers the College's Equal Opportunity Employment program; monitors and analyzes recruitment and selection process; advises administrators, supervisors, and other faculty and staff related to Equal Opportunity Employment.
13.Administers the College's complaint policies and procedures; receives complaints; coordinates investigations; assists in resolution in compliance with local, state and federal laws.
14.Serves as the Title IX Coordinator with oversight of investigative proceedings, bringing resolution and preparing applicable reports for submittal to appropriate individuals; coordinates training for sexual harassment and other required activities.
15.Selects, supervises, assigns, and evaluates the work of Human Resources and Payroll-assigned staff.
16.Ensures compliance with local, state, and federal regulations related to employment practices.
17.Supervises other areas as assigned.
BUDGET AND PLANNING
1.Develops, manages and/or directs the College's human resources organizational planning, including development of the Human Resources Program Plan, management succession planning, and mentor/internship programs.
2.Responsible for reporting on a range of human resources subjects for consideration; coordinates and supervises the collection and analysis of employment, salary, benefit, and assignment information for personnel reporting purposes.
LIAISON
1.Serves on/participates in a variety of internal and external committees, meetings, and organizations
2.Responsible for preparing and presenting to the Board of Trustees on human resources agenda items.
3.Performs other related duties similar to the above in scope and function as required.
SUPERVISORY RESPONSIBILITIES
Directly supervises employees and carries out supervisory responsibilities in accordance with the organization's policies and applicable statutes and rules. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Typical Qualifications
Master's degree in human resources management, business administration, or a related field
Experience in progressing roles in human resources
Experience overseeing classification and compensation plans, benefits, compliance, employee relations, training, performance management, recruitment, policy development, and payroll.
Demonstrated knowledge in the administration of human resources compliance best practices including but not limited to:

Outstanding verbal and written communication skills, with demonstrated experience interacting with all levels of leadership, trustees, faculty, staff, and student workers, both in public presentations and on a personal level in support of supervisors and employees.
Director level experience in a higher education setting is preferred
PHR, SPHR or SHRM-SCP certification is preferred
