POSITION OVERVIEW:
The FESCO Program Director reports to the Chief Programs Officer and is responsible for the overall management of FESCO program operations, including supervision of program staff, facilities maintenance, safety procedures, contract compliance and reporting, program evaluation, and ongoing program design/development. This role oversees a portfolio of programs and services, which currently includes:

Essential Job Functions and Responsibilities:
Administrative Duties:
Department Leadership and Program Standards: Actively network and collaborate with internal and external stakeholders to enhance program services and agency objectives. Lead and collaborate on special projects related to the success of assigned programs. Oversee and direct recruitment processes, including using network connections to identify appropriate entities for staff recruitment, developing and updating job descriptions and interview questions, advising program leadership staff on final staff selections,onboarding, and on-the-job training. Collaborate with the Operations Department to maintain site safety and ensure compliance with all state and federal regulations, including health, safety, and building codes. Create and enforce emergency housing policies by assessing rule violations, issuing written notices, and coordinating discharges when necessary, while ensuring due process, safety, and proper documentation. Program Design, Enhancement, and Evaluation for Direct Supervision Contracts: Lead overall program design, implementation, and strategic planning and program growth in alignment with contracts Participates in all parts of approved work plan elements, as needed. Maintain record systems and produce reports to track attendance, participation, and participant progress. Conduct ongoing evaluations of delivered services. Lead and collaborate on special projects related to the success of the program, including developing an outreach strategy inclusive of social media. Collaborates to develop, maintain, and verify quality standards for the program in collaboration with La Familia's Quality Assurance Supervisor. Staff Supervision Provide leadership and supervision to management and supervisory staff including, but not limited to: Weekly individual supervision meetings with direct report leadership staff. Training and coaching regarding supervisory skills and strategies (e.g., enacting disciplinary action). Regular informal feedback (in addition to organizationally determined formalized feedback processes) to ensure that all staff continue to develop professionally over time. Provide leadership for direct service and administrative staff in collaboration with management/supervisory staff: Develop, maintain, update, and distribute Program Manuals for each program and Staff Orientation materials. Establish and enforce expectations related to professional ethical comportment. Develop, edit, and implement training processes and materials for all staff. Provide back-up administrative and supervision on behalf of all program managers. Establish and track performance expectations for all programs and staff members, most notably hours of billable services, documentation standards, and quality interventions. Also collaborate to develop, maintain, and verify quality standards for the program in collaboration with La Familia's Quality Assurance Department. Oversee work product of independent contractors, as appropriate.
4. Contract Management
Review and understand all elements of program contracts regularly (no less than annually), including performance expectations, staffing levels, reporting, regulatory bodies, policy requirements, and program meetings. Collaborate with La Familia Development and Administrative staff in identifying, pursuing, and fulfilling appropriate funding opportunities for the Department or Agency. Collaborate with the La Familia Executive Team and Controller regarding managing the departmental budget(s). Serve as a liaison with all funders on programmatic and operations issues when necessary. Communicate effectively, proactively, and professionally with funder representatives at all levels.

QUALIFICATIONS & EXPERIENCE:
- Bachelor's degree in Business Administration, Public Administration, Social Work, or other related field preferred, OR at least five (5) years' experience as a housing, social work manager, or related field with supervisory responsibilities with continually increased responsibilities in previous positions
- Masters in Social Work from an accredited university and a minimum of two years post-degree experience highly desired.
- Minimum of 3 years of supervisory experience, with strong supervisory and staff training skills utilizing a team approach to problem solving and strengths-based management.
- Experience with planning, developing, contracting, marketing, and providing housing services to various populations and un-housed families.
- Have the ability to work comfortably with various stakeholders, including Housing and Homelessness Services, Adult Protective Services and Child Protective Services, schools, criminal justice, and funders.
- Bilingual proficiency in Spanish and English is preferred but not required.
- Non-profit and community-based organization experience is highly desirable.
- Demonstrates and models excellent "customer service" orientation, especially in the ability to interact with people at all levels within and outside the agency.
- Thinks independently and can make informed decisions when needed.
- Exercises extreme discretion with the ability to hold, balance, and transmit public and confidential information needed by various parties.
- Proficient using MS Office products, particularly Word, Excel, Outlook and PowerPoint.
- Acquires or maintains proficiency in using Google Drive products, including Docs, Sheets, and Forms.
- Valid CA Driver's license
