Class Definition
GENERAL STATEMENT OF DUTIES: Within the Department of Administration (DOA), to be responsible for the overall financial oversight of the ERP system; to be responsible for the maintenance and documentation of ERP internal fiscal controls and reporting; to direct financial monitoring systems and procedures that are beneficial to the Department's administration of the ERP program; to advise departmental leadership and guide financial decision-making involving the ERP program; and to do related work.

SUPERVISION RECEIVED: Works under the administrative direction of the Associate Controller with wide latitude for the exercise of initiative and independent judgement. Work is reviewed through conferences and reports for conformance to established policies and provisions of laws, rules, and regulations.

SUPERVISION EXERCISED: Supervises a staff involved in the monitoring of the ERP financial program to ensure accuracy, adequacy and conformance with law, policies and accepted accounting practices and procedures.

Illustrative Examples of Work Performed
Within the Department of Administration (DOA), to be responsible for the overall financial oversight of the ERP system; to be responsible for the maintenance and documentation of ERP internal fiscal controls and reporting; to direct financial monitoring systems and procedures that are beneficial to the Department's administration of the ERP program; to advise departmental leadership and guide financial decision-making involving the ERP program.

To oversee all phases of the financial administration of the ERP program, expenditure control, financial planning, and resource allocation.

To develop and communicate training for system users.

To educate users and maintain the system internal controls related to transactional processes.

To make financial recommendations on planning and developing systems in accordance with standards for effective administrative and fiscal management, including fiscal and staffing requirements.

To develop, implement, and oversee financial reporting system including cost effectiveness of the system; to evaluate of the effectiveness of the financial controls of the ERP program.

To review and oversee special financial reviews for the verification of facts in cases where noncompliance with laws and/or regulations is in evidence.

To monitor and oversee the billings and reimbursements.

To evaluate fiscal management, methods, and procedures to ensure their effectiveness and efficiency in attaining their objectives, and to recommend future plans and ERP budgetary allocations based on this evaluation.

To oversee fiscal operational policies and procedures and provide information s related to financial system internal controls, propriety, or policy to system users.

To be responsible for the creation, development, planning and implementation of financial functionalities of ERP systems.

To be responsible for maintenance of internal system integrations, system data values, and other system controls as required. To create and oversee financial internal controls associated with an ERP system.

To review and provide advice on fiscal operational policies and procedures.

To do related work as required.

Required Qualifications for Appointment
KNOWLEDGES, SKILLS AND CAPACITIES: Extensive knowledge of the accounting principles and practices of governmental finances and fund accounting, payroll and accounts payable functions of the state; extensive knowledge of the financial principles and practices of the state's accounting system; a thorough knowledge of the accounting techniques and procedures used in the preparation and presentation of ERP data; the ability to design, analyze and interpret complex accounting configurations of the ERP system; the ability to supervise the fiscal monitoring of the State's ERP system; plan, organize, supervise and review the work of a professional, technical and/or clerical staff engaged in governmental ERP work; and related capacities and abilities.

EDUCATION AND EXPERIENCE:

Education: Possession of master's degree in business administration with a major in finance, accounting, or public administration; and

Experience: A minimum of at least five years' finance or accounting experience with government or not for profit entity.

Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
