Duties and Responsibilities:
Responsible for managing and administering the day-to-day operations and delivery of procurement services for capital projects ("construction") at Carleton University. The Manager is responsible for managing the team within the Procurement Services (PS) team who are dedicated to the execution of construction procurement activities required by Carleton's Facilities Management and Planning (FMP) team, contributes to the broader delivery and enhancement of procurement services, including sustainable, accessible, and social procurement frameworks, and is responsible for ensuring all procurement is performed in adherence to policies and regulations.
Qualifications:
The incumbent must possess the following qualifications:
Knowledge of operational management and leadership concepts practices including program/service delivery models, policy development, planning, budgeting, performance measurement management, and human resources
Knowledge of procurement program design, delivery, assessment, and evaluation methodologies, processes, and practices
Knowledge of office as well as the broader university academic units, departments, and divisions
Knowledge of office productivity software and databases, internet browsers and search engines, discipline-specific software, enterprise software, and technology devices
Extensive knowledge of end-to-end construction and capital project procurement at Canadian public sector organizations
Knowledge of relevant legislation, collective agreements, case law, construction contracts (e.g., CCDC standards and documents), policies, and procedures
Education and Experience:
The above is normally acquired through the completion of:
Bachelor's degree in business administration, commerce, or related discipline
Certified Supply Chain Management Professional (CSCMP), or equivalent accreditation; project management certification is an asset
Minimum of six years of previous procurement experience
Minimum of three years of management and leadership experience
