Lateral Opportunities:
For experienced lateral candidates who are certified officers and have successfully completed their previous agencies Field Training program, we offer competitive wages and benefits based on your level of police experience. The pay scale matrix and other lateral incentives are outlined below:
  • Pay Step 2: $7,177 (6-18 months of solo officer experience)
  • Pay Step 3: $7,536 (18-30 months of solo officer experience)
  • Pay Step 4: $7,913 (30-42 months of solo officer experience)
  • Pay Step 5: $8,309 (42 or more months of solo officer experience)
  • Lateral Police Officers may earn up to an additional 10% or 15% premium pay (depending on qualifications through DPSST).
  • For out of state applicants, we are experienced in requesting reciprocity for your certifications and can guide you through the process.

Anticipated Hiring Process:Our hiring process includes multiple phases, starting with the submission of a complete application (be sure to attach your resume and cover letter).
  • Review of completed applications: ongoing until May 12, 2025.
  • Web-Based Interview: scheduled after receiving complete application.
  • In-Person Oral Board Interview: Early June.
  • Oregon Physical Agility Testing: will be scheduled at time of in-person oral board
  • Chief's Interview: Early June
  • Successful completion of a background investigation, psychological testing, and a full physical prior to receiving an official offer of employment.
  • This selection process will be used to fill anticipated vacancies. The tentative start date for this selection process is August 12, 2025.
Upon completion of each hiring process phase, applicants will be notified of their status via email.

National Testing Network Testing:
No need to test before your interview. If you are selected and receive an invitation to an Oral Board, the City of Bend Police Department will sponsor your NTN testing at the Bend Police Department. Applicants who hold a four-year degree or already hold a DPSST Officer certification in Oregon are exempt from this requirement. If you have tested within the past 12 months (April 10, 2024 forward) we will honor your scores.

Functions, Duties and Responsibilities

FUNCTIONS, DUTIES AND RESPONSIBILITIES:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

The essential functions include, but are not limited to, the following duties and responsibilities which are not listed in any particular order of importance:
  • Carries out the mission of the agency as defined in the mission statement; models and promotes the core values of the organization.
  • Performs a variety of law enforcement duties. As a first responder to incidents, serves as a direct link between the department and the public. Duties involve responding to and investigating incident and crime scenes, taking action at incidents, proactively patrolling assigned areas, engaging in information lead policing activities and making independent decisions to deter criminal activity. Enforcing laws and ordinances, making arrests, preserving crime scene evidence and performing preventative community policing. May be assigned to specialized units or teams in the department.
  • Serves arrest and search warrants.
  • Directs traffic and patrols areas during incidents or any other occasion of a special or emergency nature.
  • Investigates crashes, completes reports, makes arrests or issues citations; renders first aid.
  • Conducts investigations concerning various types of crime, interviews witnesses and suspects, takes photographs, fingerprints and gathers evidence.
  • Attend judicial proceedings, presents evidence and provides credible testimony.
  • Participates in departmental meetings and attends in-service training classes and schools.
  • Books in prisoners and transports prisoners when necessary.
  • Assists other law enforcement agencies.
  • Completes reports; conducts follow-up investigations and re-contacts.
  • Renders assistance to the public.
  • Complies with the safety requirements of the position and actively promotes safe work practices.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.
  • Provide customer service and communicate effectively with citizens and coworkers.
  • Performs other duties as assigned or directed.

ABILITY TO:
  • Analyze complex situations and develop effective responses that may include law enforcement or the utilization of other community resources.

  • Judge when and what type of force is reasonable based on the circumstances.
  • Effectively observe assigned area to identify problems and probable violations of laws.
  • Analyze crime scene requirements and investigation techniques.

  • Keep updated on criminal intelligence, criminal/municipal statutes, training events and other briefing bulletins.
  • Must be able to be observant and aware while performing multiple tasks.
  • Pass police background check.

Experience and Training:
  • Must be a minimum age of 21 years.
  • Academy Certification: be able to obtain reciprocity or already have, law enforcement certification by the Department of Public Safety Standards and Training (DPSST).
  • Oregon Drivers License upon hire.
  • Must successfully pass a comprehensive background investigation including criminal history check and obtain an Oregon State Police Criminal Justice Information Systems clearance.

WORK ENVIRONMENT
Work in a 24-hour environment with varied shifts including weekends and holidays. Duties are primarily performed on patrol in an assigned geographical area where the employee is exposed to varying and extreme weather conditions. When responding to emergencies, employee risks physical hazard from violent, aggressive, and hostile people, a variety of weapons, noise, chemicals, bodily secretions, sharp objects, traffic, drugs and drug paraphernalia and crime scenes. Physical exertion is required to climb stairs, go over walls, run, move heavy objects, crawl through tight spaces, kneel in confined areas and sit for a long period of time during surveillance. Physical effort is required to lift materials, equipment, and persons exceeding 75 lbs, and subdue combative persons.
