YOUR ROLE AS A CROSS FUNCTIONAL TECHNICAL LEAD
The Cross Functional Technical Lead will work under the direction of the Technology Capabilities Director in collaboration with the Director of Records Management to identify, research, vet, and execute against a variety of technical strategic initiatives related to our engagements with state agencies. You will work closely with agency Project Managers in support of the Records Management Operations team. Your deep understanding of the SDLC (Software Development Lifecycle) will contribute to the development of best practices for standards, processes, and repeatable methodologies. You will identify optimal system enhancements and integration opportunities in support of our goal of single source of truth/data aggregation. Your role will foster team relationships to enhance collaboration and knowledge sharing within our state agency technical resources. You will train and mentor team members on the repeatable SDLC methodologies you develop. You'll identify team member strengths and delegate responsibility as a means to empower and grow the team. You have an artistic ability to develop and deliver engaging presentations for diverse audiences, such as conference speaking engagements and webinars. As a leader, you have strong analytical skills and like to problem-solve. You can prioritize and meet deadlines with your time management skills. You take initiative and have a passion for excellence, and set goals for professional development.

ROLE DESCRIPTION
Lead and manage technical resources and efforts across state contracts (current and future). Specific support areas include:
- ECM repository -FileNet, OnBase, OpenText, SharePoint, etc. - Concentration on FileNet support. Includes agency-specific configuration, electronic retention, workflow, integration with other applications, and reporting
- Document Capture - Kofax and IBM DataCap - Scanning image capture, quality control, indexing, and release to ECM repository. Includes OCR needs, automating indexing, redaction of private information, and reporting
- Support Applications - EDMS, Document Submittal, Physical Inventory Tracking -
- EDMS - Public-facing portal for search and viewing of documents, printing and downloading, capturing public record requests, and accommodating user preference settings
- Document submittal - Application to support applying client indexing for physical and electronic documents. Includes templates, email notifications, bulk submittals, drop-off tracking, and reporting
- Physical Inventory Tracking - Tracking location of physical documents for the entire life cycle. Includes check-out/check-in, legal hold indications, and retention schedule tracking
KNOWLEDGE AND SKILLS NEEDED
- In collaboration with the Director of Records Management Operations and the Technology Capabilities Director, seek opportunities to actively grow technical offerings at State agencies, opportunities to innovate and enhance services offerings, and opportunities to refine methodologies to gain efficiencies and greater revenue
- With the benefit of provided market intelligence and in collaboration with the Director of Records Management Operations and the Technology Capabilities Director, act as strategic advisor to identify/develop/refine Access Sciences technology offerings at State agencies based on industry trends, innovation, and client demand
- Define and build/maintain a resource model required to deliver agreed service offerings according to contract requirements
- Manage resources across contracts and engagements to optimize service delivery and utilization. Collaborate with Access Sciences agency project managers to prioritize and plan work according to established schedules
- Manage tools used across contracts and engagements to optimize service delivery and utilization and monitor consistent use
- Build executive-level trust and relationships, internally and with clients and prospects
- Monitor the quality of the client experience through feedback solicitation and proactive issue resolution
- Proactively analyze resource's skill sets against service offerings and emerging technologies, regulations, and project trends and identify hiring needs, training opportunities, and certification paths
- Provide coaching and mentoring for direct reports. Identify individual strengths and delegate responsibility as a means to grow and empower
- Participate in performance management program and provide ongoing dialog with direct reports. Identify career paths and growth/development areas and opportunities
- Participate in recruitment efforts to identify new talent (e.g., develop job descriptions, identify skill requirements and certifications for specific roles, develop case scenarios, vet/interview candidates, etc.)
- Serve as thought leader, contributing to blogs, white papers, and other mediums, and speaking at industry events
REQUIREMENTS
- Bachelor's Degree in Computer Science or related field
- 5+ years in the SDLC
- 2+ years in a people leadership role
- Fluent in the Microsoft product suite, especially DevOps
- Able to engage and establish positive relationships with all levels of the organization
- Experience working in cross-functional teams
- Excellent written and oral communication skills
