Accountability Objective
The Chief Information Officer (CIO) provides strategic vision, leadership, and oversight for Danville Area Community College's district-wide technology initiatives. This role encompasses responsibility for all aspects of technology infrastructure, enterprise applications, data management systems, IT support and training, cybersecurity, software integrations and online systems, excluding online learning and learning management systems. The CIO directs a high-performing IT team, ensuring that technology operations remain efficient and responsive to evolving College needs. Additionally, the CIO leads timely updates and enhancement of critical IT systems, including Ellucian Colleague, to support the institution's mission and goals.
Required Qualifications
Bachelor's Degree in information technology or a computer science related field
Five years' experience managing technology resources and/or information systems with increasing level of responsibility throughout
Knowledge of administrative software systems, networks, intranets, information security and telecommunications
Ability to supervise information technology operations and staff, including timely, constructive independent performance evaluations and behavior or performance modifications where needed
Excellent interpersonal, organizational and leadership skills
Demonstrated ability to develop, nurture and build cooperative, collegial working relationships with a broad range of constituencies
Ability to function as an active facilitator or member of campus wide technology teams
Project management and/or team leadership experience
Experience as a strategic, innovative, and pragmatic thinker who is results-oriented
Well-rounded technology professional with strong business and financial acumen.
Ability to apply Board policies, practices and procedures toward the goals of the department and college's missions
Desired Qualifications
Master's degree in information technology or computer science related field
Five years of work experience in higher education

Provide senior leadership and management for supporting, developing, coordinating and implementing the College's strategic direction for technology initiatives; and ensuring that the operational and strategic initiatives for IT are aligned with the College's strategic plan.
Contribute significantly to policy development and major strategic planning and resource allocation decisions, including the development and implementation of a comprehensive College technology plan in collaboration with all areas of the college.
Interprets, develops, recommends, implements, and reviews policies, practices, and procedures for operational improvement and cost efficiency.
Oversee the day-to-day operations of the IT department, ensuring efficient and effective service delivery.
Manage and enhance the College's IT infrastructure, including networks, servers, data centers, and voice communications.
Handle and protect sensitive personal data according to externally mandated regulations (e.g., GLBA, FERPA, HIPAA), institutional policies, and the College's Written Information Security Plan (WISP).
Conduct risk assessments and ensure IT governance frameworks align with higher education standards.
Nurture a climate that promotes and supports innovation and improved services to students and the College.
Collaborate with on-line learning and academic departments to integrate technology into curriculum delivery
Explore and implement emerging technologies that enhance the overall educational experience.
Perform personnel management functions; oversee personnel selection, training, and evaluation; analyze and recommend appropriate staffing levels; and ensure departmental practices are aligned with college policies.
Gather requirements and collaboratively define project parameters for new systems and technologies (objectives, scope, resource requirements, timelines, etc.); lead the evaluation, planning and implementation of IT projects; promote and demonstrate project management best practices.
Enhance and promote successful project implementations through team building, coaching, and professional development of project team members.
Develop measurable outcomes and assessment strategies to formulate data-driven decisions.
Prepare IT budgets and manage fiscal affairs; establish, monitor and maintain budgetary controls and accountability.
Prepare, maintain, and exercise disaster recovery plans for all major information technology systems.
Oversee and coordinate IT advisory committees to improve communication and encourage engagement of constituents.
Oversee and ensure development, implementation and maintenance of effective policies and practices for all information technologies; ensure access, security, and usage are in accordance with all College policies and applicable laws.
In collaboration with IT staff, determine and coordinate appropriate information technology hardware and software acquisitions, and effectively negotiate acquisitions of equipment, systems, services, and agreements.
Ensure high availability of mission critical systems and services through monitoring of IT systems performance and oversight of service level agreements with vendors.
Provide leadership to support integration of various enterprise packaged applications.
Provide leadership and technical insights to solve business problems using complex enterprise systems.
Participate in regular training on institutional information security policies and practices.
Ensure effective communication and collaboration among multiple functional and technical teams involved in all stages of data input, storage, extraction, transformation, and analysis.
Oversee and provision technical support to faculty, staff, and students.
Develop and implement training programs to enhance technology literacy across the college community.
Stay abreast of new trends and innovations in information technology, business intelligence, analytics, Artificial Intelligence (AI), and instructional technology.
Ensure the development of resources and provision of support and/or professional development opportunities to employees for ongoing use of information technology tools.
Evaluate, measure, and enhance customer service levels provided to stakeholders by the IT department and its teams.
Respond to and manage after-hours emergency IT system outages and major issues.
Assumes other duties and responsibilities as assigned.
