Essential Functions
  • Inspect commercial, industrial, and residential structures during construction and remodeling to ensure compliance with plans, building codes (including electrical, mechanical, and plumbing), and all federal, state, and local regulations.
  • Investigate safety concerns and complaints of building code violations, enforce regulations, issue correction notices and orders, and explain required corrective actions, and maintain inspection logs.
  • Read and interpret building plans; perform technical and specialized plan review for compliance with structural, mechanical, electrical, plumbing specialty codes, and other applicable state and city ordinances.
  • Respond to and resolve various inquiries, complaints, and legal requests, including disputes regarding code interpretation; provide various technical information related to building codes, etc.
  • Serve as subject matter expert in court, regarding code violations.
  • Perform other duties, as assigned.

Knowledge, Skills and Abilities

  • Knowledge of federal, state, and locally adopted building codes, including the International Building Code, International Mechanical Code, International Residential Code, Accessibility Standards (as adopted in ICC A117.1), National Electrical Code, International Mechanical and Fuel Gase Code, Uniform Plumbing Code, etc.
  • Knowledge of commercial and residential construction methods, practices, and techniques, including when violations and defects may be easily observed and corrected.
  • Knowledge of Accessibilities Standards (as adopted in ICC A117.1), and fair housing laws and regulations to ensure the plans, design, and dwellings built comply with fair housing accessibility requirements.
  • Skill in utilizing various computer software and databases, including Microsoft 365, and the ability to learn job-specific applications and equipment.
  • Skill in reading and understanding blueprints and other building construction plans.
  • Skill in reviewing construction plans for compliance with the code.
  • Skill in understanding and interpreting various complex laws, regulations, policies, procedures, and guidelines.
  • Skill in conducting building inspections, including electrical, plumbing, and mechanical inspections.
  • Skill in managing multiple projects with shifting priorities and timeline demands.
  • Skill in organization, time management and prioritizing with the proven ability to have keen attention to detail and accuracy in performing work with adherence to strict deadlines.
  • Skill in negotiating and communicating, in person and in writing, with the proven ability to establish and maintain effective working relationships with diverse individuals.
  • Ability to adhere to building inspection safety guidelines and procedures.
  • Ability to maintain current knowledge, developments, and trends related to specific area of focus and/or assigned projects.
  • Ability to maintain and foster a culture of professionalism, adhere to departmental and City standards and specifications, and support a positive team environment.
  • Ability to resolve conflicts with facilitating outcomes while maintaining a calm demeanor.
  • Ability to learn, interpret, and apply departmental and City of Missoula practices and procedures, including Missoula Municipal Code, applicable Montana state regulations, etc.
Working Conditions:
  • Work environment may include exposure to unavoidable weather conditions, occupational hazards, chemicals, construction hazards, and physical risks, including working in loud and/or high traffic areas, which require following basic safety precautions.

Qualifications and Additional Application Materials

  • Any combination of education and experience equivalent to five (5) years of journey-level experience in construction, inspections, or another relevant field.
  • Must have a valid Montana driver's license with a verified acceptable driving record, or the ability to obtain within 30 days of hire.
  • Must have an International Code Council (ICC) B1 - Residential Building Inspector certification (or equivalent), or the ability to obtain within six (6) months of hire.
  • Must have an International Code Council (ICC) M2 - Commercial Mechanical Inspector certification (or equivalent), or the ability to obtain with in six (6) months of hire.
  • Additional job-specific certifications may be required.
  • Combination Inspectors, preferred.

**Candidates with a background in HVAC service and/or refrigeration and/or journeyman plumbing experience are strongly encouraged to apply.
