The Business Services Analyst/Budget and Finance will work independently as well as in a variety of roles: assemble and coordinate teams of peers comprising internal and external operations and financial staff, to perform multiple financial functions; supervise a fiscal specialist, and work alongside a peer Building Services Analyst who supervises a procurement specialist and whose team will cross train with the finance team.

About This Role:
The Business Services Analyst/Budget and Finance will work independently as well as in a variety of roles: assemble and coordinate teams of peers comprising internal and external operations and financial staff, to perform multiple financial functions; supervise a fiscal specialist, and work alongside a peer Building Services Analyst who supervises a procurement specialist and whose team will cross train with the finance team.
The incumbent will:
- Lead the Buildings & Grounds Finance staff and serve as the primary liaison between the operations maintenance staff, the FFM Director's Office, and the Business Services Division; produce monthly financial reports for leadership.
- Backup the division's Contracts liaison in the operation of the procurement card program, including requests for new accounts, limit lifts, and limit increases (through FFM Director's Office); documentation collection and review; account allocations; and transaction approvals.
- Be the division's first approver in financial systems invoice workflow, reviewing requisitions, purchase orders, and change orders for accuracy and completeness.
- Manage division Fiscal Specialist: assign and review work; monitor workload; oversee payment requests to ensure accuracy and timeliness; set goals and write performance evaluations; approve timesheets and leave requests to ensure accuracy and coverage; and conduct progressive discipline if necessary
- Draft and apply division SOPs and interpret and apply department SOP's
- Cross-train responsibilities with the division's Business Services Analyst/Contracts and Procurement.
- Develop the division's budget and tracks performance measures. Generates reports for the Assistant Director to confirm the Division's fiscal position
- Evaluate data from the division's computer management information System.
Minimum Requirements:
High school diploma or G.E.D. and 4 years of related experience.
Preferences:
- Bachelor's degree in accounting, business administration, public administration, or related field, or equivalent education and experience. The successful applicant will be required to provide documentation of completion of a Bachelor's degree if using education to meet this requirement. Work experience must be professional in nature to be credited.
- Five or more years' experience as professional staff in local government budget and finance.
- General knowledge of and experience with facilities maintenance and operations.
- 1 to 2 years of direct supervisory experience.
