Engineer or Engineer E.I. - PG 19, $29.40 - $44.10 Hourly, $61,152.00 - $91,728.00 Annually, Exempt

Engineer P.E. - PG 21, $32.42 - $48.62 Hourly, $67,433.60 - $101,129.60 Annually, Exempt

MAJOR FUNCTION

Engineer or Engineer E.I

Engineering work designing, managing consultant design and permitting construction projects of roadway and drainage systems to ensure that these projects are designed, permitted and constructed in accordance with design standards; local, state, and federal regulations; and in accordance with technical standards, specifications and plans. Reviews, designs, negotiates, and coordinates utility relocation projects on Florida Department of Transportation (FDOT) and County road construction projects.

Engineer P.E.

Assists in managing design, permitting, right-of-way acquisition and construction of transportation related projects to ensure that these projects are designed, permitted and constructed in accordance with design standards; local, state, and federal regulations; and constructed in accordance with technical standards, specifications, and plans. Work involves project management functions to ensure projects are on schedule and within budget. Provides information and data for inclusion in various reports as required.

ILLUSTRATIVE DUTIES

Engineer or Engineer E.I
  • Prepares and reviews engineering drawings, design reports, permit applications, record drawings, construction specifications, shop drawings, and cost estimates for roadway and drainage projects.
  • Performs engineering feasibility studies.
  • Prepares and maintains project budgets, progress and status reports, letters, files, and other documentation related to projects.
  • Reviews bills for services from consulting engineers and contractors and determines that those services have been performed as required prior to submitting for payment authorization.
  • Acts as liaison with other city, county, state, and federal agencies in designing, permitting, and constructing projects.
  • Works with County's inspectors during construction to ensure the integrity of the construction and conformance to design plans and specifications.
  • Coordinates with staff and others to identify, prioritize, and rank project needs.
  • Performs other related duties as required.

Engineer P.E.
  • Responsible for the supervision and preparation of transportation project designs, specifications, calculations, estimates, permitting and related technical engineering work for capital projects.
  • Prepares and reviews engineering drawings, design reports, permit applications, record drawings, construction specifications, shop drawings, and cost estimates for transportation related projects.
  • Works with Inspection and Testing Inspectors during construction to ensure the integrity of the construction and conformance to design plans and specifications. Performs engineering feasibility analyses, hydraulic analyses, and alternative evaluations.
  • Acts as liaison with other city, county, state and federal agencies in designing, permitting, and constructing projects.
  • Prepares and maintains project budgets, progress and status reports, letters, files, and other documentation related to projects.
  • Reviews bills for services from consulting engineers and contractors and determine that those services have been performed as required prior to submitting for payment authorization.
  • Works with the Engineering Manager to manage the Capital Improvements Program as well as the technicians to complete engineering designs and record drawings. This includes coordinating with staff and others to identify, prioritize and rank project needs.
  • Responsible for identifying easement and right-of-way requirements as necessary to accommodate proposed transportation construction projects. Requests and coordinates site surveys, data collection, compilation, and data interpretation.
  • Provides technical support and information to the Engineering Manager as related to design/construction projects.
  • Prepares and maintains progressive project reports/files which include project schedule information and work activities.
  • These reports may be for the Engineering Manager as well as the Polk County Board of County Commissioners and the Directors of various regulatory agencies and the public.
  • Performs related duties as required.


KNOWLEDGE, ABILITIES, AND SKILLS

Engineer
  • Knowledge of the terminology, concepts, principles, and practices of civil engineering as relates to transportation, drainage, sidewalks, and right-of-way requirements.
  • Ability to learn county, state, and federal rules, regulations, policies, ordinances, and laws as applicable to transportation, drainage, sidewalks, and right-of-way activities and construction.
  • Knowledge of methods, techniques and materials related to design, permitting, construction, and project management of transportation projects. Knowledge of and ability to utilize spreadsheets (Microsoft Excel) and word processing (Microsoft Word). Knowledge of AutoCAD computer-aided design. Ability to read and interpret engineering plans.
  • Ability to communicate effectively, both written and orally. Ability to establish and maintain an effective working relationship with employees, officials, and the public.
  • Ability to concentrate on detail and sequential work tasks, to perform mathematical tasks, to research and investigate problems, and to verify and recommend solutions to problems.
  • Ability to see, talk, write, bend, stoop, sit, stand, and ambulate independently.

Engineer E.I.
  • Knowledge of the terminology, concepts, principles, and practices of civil engineering as relates to transportation, drainage, sidewalks, and right-of-way requirements.
  • Ability to learn county, state, and federal rules, regulations, policies, ordinances, and laws as applicable to transportation, drainage, sidewalks, and right-of-way activities and construction.
  • Knowledge of methods, techniques and materials related to design, permitting, construction, and project management of transportation projects.
  • Knowledge of and ability to utilize spreadsheets (Microsoft Excel) and word processing (Microsoft Word).
  • Knowledge of AutoCAD computer-aided design.

  • Knowledge of methods, techniques, and materials used in transportation project construction.
  • Knowledge of land and construction surveying and project management.
  • Ability to learn county, state, and federal rules, regulations, policies, ordinances, and laws as applicable to transportation facilities.
  • Ability to concentrate on detail and essential work tasks, to perform mathematical tasks, to research and investigate problems, and to verify and recommend, solutions to problems.
  • Ability to plan, use good judgment, make independent decisions, organize and coordinate work on projects.
  • Ability to read and interpret complex engineering plans.
  • Ability to prepare engineering plans and specifications.
  • Ability to prepare engineering and administrative reports, letters, memorandums, etc.
  • Ability to communicate effectively, both written and orally. Ability to establish and maintain an effective working relationship with employees, officials, and the public.
  • Knowledge of and ability to utilize, spreadsheet programs, word processing programs, as well as various database programs. Knowledge of AutoCAD computer-aided design.


MINIMUM QUALIFICATIONS

Engineer
  • Graduate of an accredited four (4) year college or university with major course work in a civil engineering curriculum.
  • Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.

Engineer E.I.
  • Graduate of an accredited four (4) year college or university with major course work in a civil engineering curriculum and have a minimum of two (2) years' experience in engineering.
  • Must have passed Engineer Intern (EI) exam.
  • Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.

Engineer P.E.
  • Graduate of an accredited four (4) year college or university with major course work in a civil engineering curriculum. Must have a minimum of four (4) years' experience in engineering.
  • Must possess registration as a State of Florida Professional Engineer (P.E.) or obtain Florida registration through endorsement within twelve (12) months of employment.
  • Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.


SPECIAL REQUIREMENT

These positions shall be required to report for work as directed when a declaration of emergency has been declared in Polk County.
