About the Job - Your Role
As the Procurement & Contracts Specialist 3 you will independently develop, negotiate, execute, and administer complex Information Technology (IT) contracts, and ongoing software purchasing needs. This position will collaborate with ODOC's IT teams and with the Department of Administrative Services' State Procurement Services (SPS) along with Department of Administrative Services' Enterprise Information Services' (EIS) Project Portfolio Performance (P3) and Cyber Security Services (CSS) departments, and as required, the Department of Justice (DOJ) to develop, draft, negotiate, and administer various IT contracts. This Procurement & Contracts Specialist 3 position determines the appropriate contracting method which may include issuing Purchase Orders with Riders, completing Requests for Quotes (RFQ), Special Procurements, or Request for Proposals (RFP). As the Procurement & Contracts Specialist 3, your role will be to review and negotiate terms and conditions to minimize agency risks related to contracts and the underlying agreements such as End User License Agreements (EULA), Terms of Service (TOS) or Terms of Use (TOU) to name a few. This position also provides subject matter expert advice, coaching, direction, and training to DOC internal customers around software and hardware IT acquisitions.

Working Conditions
The Agency's mission causes work to be sometimes performed within a security setting and, at times, in the presence of Adults in Custody (AICs). The scope of work is hybrid work, with in-person attendance at required meetings, or staff trainings or as requested by manager. Conditions of employment shall remain the same as for non-teleworking conditions, to ensure the Agency is not adversely impacted and productivity remains. The Unit may include pressure at times due to the complexity of the procurements and deadlines involved.
Projects, Training, Conferences and Tradeshows may require overnight travel for one or more days. Attendance and Travel must be preapproved by Manager.

Minimum Qualifications

- Five (5) years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations; OR
- A bachelor's degree and two (2) years of professional-level procurement and contract experience related to the position; OR
- Any combination of experience and education equivalent to five (5) years of procurement and contract experience related to the position.
Requested Skills
- Developing contracts or agreements that contain a variety of different and complex elements.
- Understanding of DAS EIS oversight and Stage Gate processes.
- Independently negotiating and administering legally binding contracts or agreements without procedures and precedents.
- Ability to complete assignments with minimal oversight.
- Experience managing relationships with multiple vendors and customers, providing quality assurance, process improvement, consultation and preparing written recommendations regarding interpretation and risks.
- Experience in having responsibility for agreements or contracts that require a wide breadth of planning, coordination, and problem identification due to conflicts inherent in the contract and agreement process.
- High attention to detail; ensuring accuracy, compliance, and timelines.
Preferred Skills
- Possesses a Procurement Certification, such as the Certified Professional Public Buyer (CPPB) or Oregon Procurement Basic Certification (OPBC).
- Managing agencywide price agreements.
- Information Technology procurement experience.
