The Opportunity:
CACI is seeking a Business Systems Analyst (IT) to support business process and performance improvement efforts for the Naval Ship Maintenance Community. This integrated solutions and IT analyst role focuses on alignment of process re-engineering activities with IT requirements development and other NSSO/SMPG activities, such as data analytics and metrics development or other integrated solutions.
This position is based at the Norfolk Naval Shipyard (NNSY) Portsmouth, VA. Must currently hold or be able to attain U.S. Government Secret Security Clearance (Minimum). (US Citizenship is required in order to obtain a security clearance from the DoD.)

Responsibilities:
- Understanding the underlying business processes and IT requirements that support Shipyard waterfront value streams including but not limited to Scheduling, Work Brokering, Work Breakdown Structures, Work Sequencing, Material Requirements, Logistics and other capabilities.
- Work will be in support of NAVSEA HQ initiatives for Intermediate and Depot level Ship Maintenance and Repair operations.
- Translate non-technical requirements into technical business requirements.
- Build business glossary by gathering information from multiple sources such as business users, existing data sources, databases and other relevant documents and systems.
- Work diligently in software development processes, software requirements, software maintenance and analyzing information.
- Perform business and/or technical analyses to understand current customer environments (including discrepancies and inconsistencies), define customer needs, determine potential strategies, and deliver plans/proposals for process improvement opportunities and/or projects.
- Interface directly with the client, ability to capture requirements and translate into technical requirements for inclusion into products and or services.
- Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
- Business process re-engineering, IT requirements and interfaces, and systems integration across application environments.
- Develops, modifies and improves business processes for Navy and other DOD depots.
- Develops and documents formal process improvements using structured functional analysis and design techniques.
- Documents validated business processes and develops standard products which reflect the processes and analysis.
- Plans and conducts management studies, reviews, and investigations to develop and recommend procedures and to determine adherence to program requirements.
- Experience in project management environment.
- Experience in evaluating business requirements and transforming into deliverables.
- Strong problem formulation, analytical and problem-solving skills, with the ability to communicate in a clear and succinct manner.
- Proven ability to quickly learn new applications, processes, and procedures.
- Knowledge of automation tools in Microsoft products suites (Power Automate, SharePoint Lists, Microsoft Teams, etc.) welcomed.
- Assisting in developing and implementing project management strategy across the division.
- Prepare and deliver monthly status updates to the Operations and Program Manager.
- Use Microsoft Project and other software as needed to track and ensure deliverables are accomplished on time.
- Improve efficiency by streamlining processes and automating redundant tasks using PowerBI, PowerAutomate and available technologies.
Qualifications:
Required:
- Bachelor's degree in a field related to Business, Engineering, Information Technology and a minimum 5 years of related work experience.
- Working knowledge of shipyard Baseline Project Management, integrated project teams, maritime maintenance strategies, theory of constraints, and shipyard transformation initiatives.
- In depth understanding of trade specific industrial processes and the part they play inside of the larger shipyard mandate of overhaul, repair, and maintenance on Naval platforms.
- Expert knowledge and experienced judgement in analyzing, evaluation, and determining solutions to significant problems or dealing with difficult situations which are not treatable by established methods for project management fundamentals and related IT issues.
- The ability to conduct studies, gather data, identify special project requirements, and provide detailed comprehensive analysis for all aspects of DOD and navy maintenance business models.
- Successful completion of a Project Management Professional (PMP) or equivalent training.
- Program experience that facilitates execution of all aspects of Project Management (e.g., earned value, schedule development and maintenance, business case analysis, etc.) is recommended.
Desired:
- American Society for Qualify Six Sigma Greenbelt or Black Belt (CSSGB/CSSBB) Certification.
- PROSCI Change Management Certification and or equivalent training and experience.
