Purpose

Perform advanced technical and administrative work related to complex state and federally funded right-of-way negotiations, relocations, appraisals, utilities and adjustments, acquisitions, beautification regulations and compliance for highway or airport construction, rail and improvements, or the leasing, disposal or exchange of highway assets or utility work. Work extensively with private entities and governmental agencies.

Responsibilities

Leadership and Direction
  • Receive broad guidance relating to overall key objectives, critical issues, new concepts, and policy matters and general parameters for execution. Receive direction as needed, and especially on highly complex assignments. Independently apply extensive and diversified knowledge of principles and practices in broad areas of assignments and related fields. Review work produced by staff for quality assurance.

At the Operational and Company Level
  • Actively identify new business development opportunities to include existing and new market areas, maintain relationships with clients, attend networking events, and market the firm's capabilities and service offerings to establish new clients and enhance relationships.
  • Interact directly with clients to apply expertise and counsel to develop project scope and negotiation parameters of acquisitions. Represent the client's interests in all land acquisition negotiations.
  • Devise and implement strategies for the acquisition of properties pre and post condemnation and in relocation services.
  • Regularly and persuasively communicate with challenging landowners to overcome resistance.
  • Research, review, analyze and title; identify defects and outline/recommend curation.

Do the Work
  • Independently negotiate the most complex land acquisition assignments and projects on behalf of client for the acquisition of rights relative to the construction, reconstruction, enlargement, or maintenance of state and federally funded right-of-way, relocations, appraisals, utilities and adjustments, acquisitions, beautification regulations and compliance for highway or airport construction, rail and improvements, or the leasing, disposal or exchange of highway assets or utility work. Work extensively with private entities and governmental agencies.
  • Prepare comprehensive market analysis and appraisal of real estate and easement values and serve as an expert to assist clients and staff in establishing a range of fair market values to be used in the acquisition of land and land rights.
  • Develop routing/siting and permitting of linear utility projects including researching government regulations and participating and speaking in public meetings.
  • Manage complicated damage claims and settlements with property owners (or their designees) relative to property damage caused or created by construction, reconstruction, enlargement, maintenance, or removal of transmission and/or distribution facilities.
  • Identify and analyze appropriate associated Land Services documentation (easements, exhibits, payment agreements, rights of entry, damage claims, contracts, licenses, leases, permits, options, etc.) and other documents as necessary to acquire adequate rights for electric transmission and/or distribution facilities.
  • Prepare and manage thorough property owner files, agent notes, maps, drawings, exhibits and detailed progress reports by applying significant levels of experience and expertise.
  • Price, estimate, scope and develop marketing strategies for proposed projects.
  • Meet with public to discuss right-of-way issues as necessary
  • Review easement payment/closing documents for the acquisition of land and land rights involving electric transmission and/or distribution facilities such as, but not limited to, contractual obligations for the purchase of options, easements, damage claims settlements, etc.
  • Prepare right-of-way related cost estimates associated with land and right-of-way project acquisition.
  • Review, prepare, analyze, and interpret all land and Right-of-Way related agreements, deeds, easements, leases, permits, and licenses.
  • Serve as liaison between internal departments, developers, cities, counties, state agencies, etc., in support of right-of-way activities.
  • Resolve encroachment, damage claims, landowner complaints and inquiries at a minimal cost to client.
  • In coordination with Project Managers, track and analyze metrics reported by ROW Agents.

Qualifications

  • Bachelors, Associate's, or advanced technical degree and/or equivalent right-of-way work experience preferred.
  • Five or more (5+) years of experience working in all aspects of right-of-way acquisition preferred.
  • Senior Right of Way (SR/WA) and/or Right of Way Relocation Assistance Certification (R/W-RAC) designations through the International Right of Way Association (IRWA) preferred.
  • General Appraiser certification required.
  • Ability to travel up to 50% of the time during busier periods.
  • Ability to read and interpret engineering drawings, legal documents relating to real estate and right-of-way transactions.
  • Satisfactory driving record as determined by the Company and a current, valid State driver's license.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Familiar with work management tools, and related technologies such as GIS and Google Earth.


Physical Demands and Working Environment

  • Primarily indoor professional office environment which may include bright/dim light, noise, fumes, odors, and traffic.
  • Mobility around an office environment.
  • Frequent and prolonged use of standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • Occasional outdoor work environment which may include adverse weather conditions, varying temperatures, excessive noise, and/or potential hazards.
  • Primarily local travel during the business day, although some out-of-the-area and overnight travel may be required according to the needs of the business.
