About this Role:
Under general direction from the Medical Program Consultant (MPC) as well as the Division Chief, the Medical Consultant (MC) II in the Clinical Research & Medical Policy Branch (CRMPB), Benefits Division (BD), Department of Health Care Services' (DHCS), gives professional advice and guidance on the medical aspects of one of DHCS' programs and collaborates with a group of medical consultants and technical staff. The MC II also works to review and establish medical policy while assuring uniformity, quality and up to date decisions in the development of said policies and standards relative to the BD's programs. The MC II also provides technical guidance to other BD staff, DHCS divisions, providers, professional or community organizations, and other interested stakeholders. The MC II additionally assists with the implementation and interpretation of State and Federal laws, as well as formulation of regulations, policies, and procedures relating to medical aspects of DHCS programs. The MC II must, at all times, possess and maintain the legal requirements for the practice of medicine in California as determined by the Medical Board of California or the California Board of Osteopathic Examiners, as well as experience requirements as outlined by the California Department of Human Resources. The MC II must possess knowledge of the principles and practices of general medicine and surgery with particular reference to the techniques and trends in the diagnosis of physical and mental disabilities, chronic and terminal illnesses and in palliative care and treatment programs for such disabilities and diagnoses. The MC II will be expected to assume a wide variety duties, which vary according to specific topics and vary in technical and medical complexity. Some travel may be required to attend meetings and/or other activities as directed by management less than five percent of the time. The travel may be local (relative to the assigned office) or distant, requiring commercial air travel followed by local ground transportation.

Telework Information
Statewide Positions:
The DHCS standard for hybrid work is a minimum of two days per week in-person and site-based and up to three teleworking days per week in accordance with DHCS' Telework Program and Government Code sections 14200 - 14203. This position may be eligible for telework up to five days a week, contingent on operational business needs. The amount of telework is at the discretion of the Department and is subject to change.
The selected candidate will be assigned an available DHCS office closest to their residence prior to their start date. The selected candidate will be required to report to their assigned DHCS office and other DHCS locations as needed.
Business travel may be required, and reimbursement considers an employee's designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
