Essential Duties and Responsibilities

The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.
  • Participates with the IT Director in developing and executing IT program plans, strategies, and goals to transform the department into a performance-based organization that delivers effective and efficient IT program activities and services premised on outstanding customer care.
  • Assists in the development of policies, procedures and short-and long-term planning; manages designated IT programs, services and initiatives; analyzes and evaluates the effectiveness of ITD program operations, services, activities and modernization efforts; and ensures accountability for the achievement of established goals and objectives in compliance with governing laws, regulations, policies and directives.
  • Participates with the IT Director in the development of agency IT special projects planning; ensures that assigned IT initiatives are completed within projected time frames and budget; takes appropriate action to address critical/outstanding issues impacting implementation.
  • Consults with IT Director and ITD project teams to analyze computer system needs for information management and functional operations; to help determine scope and priorities of projects; and to discuss system capacity and equipment acquisitions.
  • Assists the IT Director with working effectively with other department directors/deputy directors to ensure that ITD Service Level Agreements (SLAs) are consistent and maintain department satisfaction.
  • Assists the IT Director with gathering and analyzing data, drawing sound conclusions, preparing clear, concise written reports, and making effective verbal presentations.
  • Negotiates with vendors relative to computer hardware and software, telecommunications system upgrades and storage software, video cameras and associated equipment, and cell phones.
  • Investigates, resolves and responds to concerns and complaints of ITD programs and services.
  • Implements and prioritizes IT projects; ensures that all projects support the strategic goals of the Authority; maintains quality control throughout the lifecycle of the project.
  • Develops and maintains technical and project documentation;
  • Collaborates with management to resolve outstanding IT issues, processes and documentation; confers with project team members to provide technical advice and resolve problems.
  • Shares with the IT Director, the day-to-day administrative supervision over subordinate ITD staff. This includes planning approving and disapproving leave; assisting the IT Director with assigning, coordinating, reviewing and evaluating the work of staff for maximum productivity; participating in making staff related decisions and recommending personnel actions; assisting with ITD staff new hire orientation and training; assisting the IT Director with assessing workload of ITD staff, reassigning staff and evaluating and modifying work assignments as necessary, etc.
  • Acts as designee of the IT Director to make administrative and technical decisions for the department.
  • Assists in the development of RFPs, RFQs, MOUs; and contract negotiations;
  • Manages the procurement, delivery, invoicing, and payment of IT goods and services.
  • Acts as liaison with vendors of IT goods and services for the Authority.
  • Assists the IT Director with ITD funding and budget.
  • Acts as a backup for IT network and desktop support; acts as Tier 3 resource for IT support resolution.
  • Acts as customer service liaison for ITD service issue escalations.
  • Assists IT Director in ITD organization, position, and staff development.
  • Trains Authority staff on various ITD policies, processes and software.
  • Performs other related duties as assigned

  • Knowledge of the principles of planning and control as applied to a large data processing installation
  • Knowledge of systems programming network management, data center operations, systems analysis and programming techniques and methods for cost effective evaluation of systems analysis and programming work
  • Knowledge of data organization and access methods in computerized systems
  • Knowledge of estimating methods for hardware and software costs, production costs and systems benefits

Education and/or Experience

Bachelor's degree (B. A.) from an accredited four-year college or university in computer science and at least seven years' related experience; or other equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.

The District of Columbia Housing Authority (DCHA) conducts pre-employment screening on specified positions, which may include but is not limited to a criminal background check, drug and alcohol testing, verification of academic credentials, licenses, and certifications, and/or verification of work history.

This position has been designated by the department to require a drug and alcohol screening and background check. Finalist(s) for this position will be subject to drug and alcohol testing and will be required to consent to a pre-employment background check as a condition of employment.

Technical Skills

To perform this job successfully, an individual must have technical knowledge of specialized application and automated systems development; Accounting software; contact management systems; database software; development software; internet software; project management software; spreadsheet software and word processing software; advanced project management and specification quality testing skills are necessary.
