The Director Safety, Integrity & Compliance will oversee NJR Midstream's Safety, Integrity, and Compliance programs and initiatives as well as integrity management plans. Partner with leadership and field personnel to develop strategic goals that ensure compliance, integrity, reliability, and build a safety culture that mitigates and manages risk. Proactively identify environmental, health, safety and wellness, and compliance-related risks, opportunities, trends, and assess performance. Ensure that the natural gas pipeline and storage assets comply with all regulatory standards.
Provides leadership, supervision and development of assigned staff. Accountable for recommending sustainable solutions and deploying resources to address complex challenges, while ensuring that safe work practices are followed in accordance with Company policy and governmental regulations. Lead interactions with applicable Federal, State, County and Municipal Agencies (e.g. FERC, PHMSA, PADEP, MDEQ and MSOGB). Ensure compliance with occupational health and safety laws and regulations, company policies and operating procedures. Assist senior management in promoting a safety and compliance culture. Align with the various NJR Midstream departments to ensure the compliance and success of new projects and operations. Support additional assets in association with NJR Midstream growth.
Responsibilities:
Oversee existing safety and compliance programs for Leaf River Energy Center and Adelphia Gateway, and develop new programs and procedures to ensure continued compliance and success.
Responsible for Annual Compliance Program rollouts and training (O&M manuals, Procedures & Forms).
Ensures compliance with current regulations for various response plans at Leaf River and Adelphia Operational locations. Key plans include Emergency Response Plans, Health and Safety Manual, Public Awareness Plan, and other regulatory-required plans.
Conduct internal reviews and assessments of Health, Safety, and Wellness compliance programs; recommend and implement changes to address deficiencies, improve programs and ensure company maintains an audit-ready status at all times.
Develop and maintain excellent working relationships with Federal and State Agency regulators, inspectors, and local first responders. Lead individual managing PHMSA Audits/Inspections.
Direct the development and implementation of company plans for integrity management, and ensure compliance with all requirements. Manages annual anomaly dig program and relationship with third party Integrity Consultant.
Perform technical and specialized duties to ensure compliance with Federal and State laws and policies including U.S. Department of Transportation Pipeline Hazardous Materials Safety Administration (PHMSA) regulations, including Title 49 Parts 191, 192, and 199.
Administers the reporting requirements in Part 191 and oversees record management and reporting in Part 192.
Ensure existing code requirements comply with Standard Operating Procedures (SOP), recommend revisions and documents updates appropriately; conduct internal reviews of operational activities for compliance.
Monitor proposed regulations and PHMSA advisory bulletins; informs management of potential impacts to operations.
Oversee the implementation of existing environmental compliance programs across the NJR Midstream assets and develop new programs and procedures as necessary to ensure compliance and protect the environment.
Ensures Adelphia's compliance with OSHA's Voluntary Protection Program (VPP) Program.
Ensures activities identified in the Pipeline Public Awareness Plan, Drug and Alcohol Plan, and Operator Qualification Plan are executed as required.
Attends regulatory update conferences as needed and schedules and conducts the required training to keep abreast of changes.
Ensures that required personnel safety training programs, hazmat physicals, and safety equipment testing and calibration are completed as required by policy, code or regulation.
Collaborates with the corporate Sustainability Team to develop the Annual Sustainability Accounting Standards Board SASB Report and Greenhouse Gas Report for Midstream.
Ensure compliance with operating procedures and regulatory guidelines including all safety standards set by OSHA, U.S. DOT and PA Act 287 (PA One Call).
Oversees coaching, training, and safety discussions with employees.
Prepares and submits required regulatory reporting for management review.
Champion Health, Safety, and Wellness initiatives.
Coordinate FERC and other agency permitting efforts.
Lead annual drills/exercises and subsequent response analysis reviews.
Assist in managing Workers' Compensation Claims, Return to Work programs, accident reports, claims and lead root cause analysis.
Interface with all levels of management to maintain collaborative inter-departmental relationships and cross-functional working relationships with office and field employees.
Position Requirements:
Bachelor's degree in a related discipline, or equivalent combination of work experience and education.
10+ years of related experience, with a minimum of 5 years of experience focused on natural gas transmission and storage systems in leadership role.
Minimum 5 years of experience developing strategies with a focus on Health, Safety & Wellness, Integrity and Compliance programs.
Knowledge of Federal, State, and Local regulation requirements including FERC (CFR Part 192), PHMSA Regulations, MSOGB (Rules 64 & 67), MDEQ and EPA.
Certifications in HAZWOPER, OSHA 30 hour, competent person (excavation), First Aid/CPR training are preferred.
Strong executive presence and communication skills with ability to clearly articulate and deliver information including services and programs at the executive level, including the effective use of insights from data to influence and inspire.
Excellent planning and prioritization skills with the ability to multitask and adapt
Experience coaching, developing, and leading a team of technical SMEs and generalist EHS professionals including employees, service providers, consultants and contractors.
Ability to balance risk with practical business needs.
Recognizes opportunities in challenges and has a proven ability to navigate organizational resistance and influencing others to adopt new behaviors and approaches.
